United Russia leading in six regional parliamentary elections-CEC.

MOSCOW, October 11 (Itar-Tass) -- According to preliminary reports,
the United Russia Party is leading in regional and local elections held on
Sunday, deputy chairman of the Russian Central Elections Commission (CEC)
Leonid Ivlev said, temporarily closing the CEC information center.
"As for the second position, Just Russia, the Communist Party and the
Liberal Democratic Party gained it depending from a region and the level
of elections," Ivlev confirmed.
By the moment of the CEC information center was closed United Russia
gained most votes (more than 50%) in Tuva, Belgorod, Kostroma, Magadan and
Chelyabinsk regions, where regional legislative assemblies were elected.
Only in the Novosibirsk Region United Russia polled 44.2% of votes. But
only 49% of election reports have been counted in the region so far.
United Russia reported the highest percentages of votes in Tuva and
Belgorod Region - 80.3% and about 77%, respectively.
The Communist Party reported the highest percentage of 25.6% in the
Novosibirsk Region. The Communists passed a 7% election threshold in five
regions, except for Tuva. The Liberal Democratic Party, which probably
loses the third position to Just Russia, reported the best result of 21.4%
in the Kostroma Region. But only 0.15% of election reports have been
counted there so far.
Just Russia can state about the successful performance in regional
elections. According to preliminary reports, this party was not elected
only in the parliament of the Belgorod Region, in other five federal
constituents Just Russia got over ten percent of votes. Just Russia gained
16.7% in the Novosibirsk Region and 15% in the Chelyabinsk Region.
According to preliminary reports, the non-parliamentary parties will
not be able to pass the election threshold (the election threshold is
seven percent in all regions, where local legislatures were elected).
Their percentage ranges between one percent and 2.5%.
The election results coming to the Russian CEC are preliminary.

Izhevsk, Kazan, Krasnodar, Kaluga, Kostroma, Magadan, Nizhny Novgorod,
Orenburg, Rostov-on-Don, Tambov, Tomsk and Cheboksary. About 30 million
people, who make about a third of Russian total population, were
registered as voters.

MOSCOW, October 11 (Itar-Tass) -- The United Russia victory at the
October 10 regional elections "is primarily trust to President Dmitry
Medvedev and those steps that the government headed by Vladimir
Vladimirovich Putin is taking," secretary of the United Russia General
Council presidium Vyacheslav Volodin said, summing up the first election
results on Monday.
"United Russia is the party of Medvedev and Putin," he noted. Volodin
recalled that "it was Dmitry Anatolyevich Medvedev who granted the right
to the party to use his photos and statements at all regional elections,
as well as Vladimir Vladimirovich Putin did it."
According to Volodin, United Russia was glad about the election
results. According to preliminary reports, the party gained more than 50%
of votes in all six regions, where regional legislatures were elected, and
more than 40% in major cities. "In several cities we polled more than
50-60% and even 70%," Volodin underlined.
In reply to a question whether the dismissal of Moscow Mayor Yuri
Luzhkov, who occupied the high posts in the party, could affect the
election result, Volodin stated, "People believed that it was right to
dismiss him."

YESSENTUKI (Stavropol territory), October 11 (Itar-Tass) -- A deputy
of the city legislature Lev Travnev, who was nominated from the United
Russia Party, won at the early mayoral elections in Pyatigorsk, a source
in the election committee of the highland resort city Pyatigorsk told
Itar-Tass on Monday.
"According to preliminary results, 89.29% of Pyatigorsk residents, who
participated in the elections, voted for Travnev. He is far ahead of his
close rival - temporarily unemployed Alexander Bratkov nominated from the
Liberal Democratic Party and got 3.86% of votes," the source said.
The third candidate for mayor a businessman and a self-nominee,
Mikhail Kachura, polled 3.45%.
The information and analytical department of the city legislature
reported that more than 135,000 voters are registered in Pyatigorsk. The
voting was held at 70 polling stations. The average turnout in the city
has made 63.95%. "The election was held in the calm atmosphere, no blatant
law violations were reported," the source said.
General director of the joint stock company Pyatigorskgorgaz, Lev
Travnev, 38, was elected as Pyatigorsk mayor in 2006 and has been in the
post up to now. Early mayoral elections were caused by the fact that the
Pyatigorsk Duma terminated early the powers of the mayor in late July
2010. This decision was conditioned by the fact that the city charter did
not comply with the former political system, when the mayor was elected
from the deputies at a meeting of the representative body, rather than in
a direct public ballot.
Pyatigorsk, which is a highland resort city of federal importance,
became the capital of the North Caucasus Federal District this year.
