Russia to compete for Arctic region which China is eyeing - admiral

MOSCOW, October 4 (Itar-Tass) - Russia intends to compete for the
Arctic region, which China is eyeing even now, Navy Chief Admiral Vladimir
Vysotsky told Itar-Tass.
"Many wish to get to the Arctic region and to the Antarctic, from the
economic point of view. We already see a number of states entering [these
regions]; though not members of the Artic Council, they position their
interests very intensively, in various ways.
"For example, China has already concluded agreements with Norway to
develop the Arctic zone. We understand the economy and infrastructure
which now exist in China: it is becoming a serious companion given both
the positive and problem aspects," he said.
"In this connection, Russia needs to develop a reasonable stance,
without giving up an inch on its interests. There are no established
relations in the Arctic region as yet; no obvious opponents or allies. But
I believe that the most problem relations might occur with the states that
are no traditional participants in the Arctic Council.
"The body of all state interests should be integrated under the
guidance of a serious organization. Also, it is necessary to actively
develop satellite technologies in the Arctic region, including the GLONASS
system, which currently is not functional there," the admiral said.
He underlined that by 2012, Russia must fulfil its objective to extend
its offshore zone by substantiating its claim with concrete proofs.
