Kazakh minister suspected of involvement in property schemes.

ASTANA, September 29 (Itar-Tass) - Kazakhstan's Minister of Public
Health, a well-known surgeon Zhaksylyk Doskaliyev is suspected of
involvement in real estate schemes. On Wednesday, the republic's agency
for combating economic crimes and corruption (financial police) released
details of the criminal case opened against Doskaliyev on September 21,
over "abuse of office powers."
According to the investigators, "Doskaliyev, as rector of the
Kazakhstan Medical Academy in 2005-2006, concluded a contract to hand over
a 2.5-hectare area -- intended for housing for teachers -- to his
acquaintance, a businessman. After the businessman's firm built two
housing complexes, the entrepreneur, under Doskaliyev's power of attorney,
sold the apartments to persons, who had nothing to do with the academy,
deriving an income of 1.4 billion tenge (9.3 million US dollars).
Spokesman for financial police Murat Zhumanbai told a news briefing on
Wednesday that "Doskaliyev received two apartments for giving land plots
for housing projects, which were registered as belonging to his relatives,
as well as a cottage in the village of Karaoke, registered as Doskaliyev's
property."
"At present, the investigators are ascertaining the facts of other
illegal activities by Doskaliyev, related to state procurements within the
projects to build medical facilities and supply medical equipment to
them," Zhumanbai added.
The spokesman denied the media reports that Doskaliyev suffered a
heart attack on September 25 during the questioning at an office of
financial police.
"Doskaliyev was questioned on September 22, in the presence of his
lawyer, and no other investigative actions with respect to him have been
carried out since," Zhumanbai underlined.
At present, Doskaliyev is at the national medical research centre in
Astana.
Meanwhile, Kazakh financial police said Doskaliyev had an open visa to
visit a foreign country.
