Russian upper parliament house ratifies SCO anti-terrorism convention.

MOSCOW, September 29 (Itar-Tass) -- Russia's Federation Council upper
parliament house on Wednesday ratified the anti-terrorism convention of
the Shanghai Cooperation Organization (SCO).
The convention was signed in June 2009 at a meeting of the SCO Council.
The convention spells out anti-terrorism measures, principles and
forms of cooperation, and the sides' jurisdiction as concerns
terrorism-related crimes. The convention regulates extradition and legal
support issues, and cooperation between SCO member states in such areas as
arresting terrorists and seizing property earned as result of crime or
used to finance terrorist organizations. The convention also outlines
basic directions to improve respective national laws.
The convention took into account specifics of SCO member states'
national legislations, such as the definition of the "terrorist act," or
liabilities of legal entities.
The Federation Council also ratified the agreement on training
personnel of anti-terrorism agencies of the SCO member states. The
agreement specifies the tasks and procedures of personnel training,
competences of the SCO regional anti-terrorism authority's executive
committee. It also regulates issues of financing, customs and transit
formalities, etc.
