Kamchatka gas supply to raise local competitiveness-view.

PETROPAVLOVSK-KAMCHATSKY, September 29 (Itar-Tass) - The installation of gas supply on the Kamchatka Peninsula will make it possible "not only to replace costly brought-in fuel by ecologically pure gas, but will also contribute to considerably reducing expenses on the production of local output and raising its competitiveness", Viktor Ishayev, presidential plenipotentiary representative in the Far East, said here on Wednesday in connection with the putting of a Sobolevo - Petropavlovsk-Kamchatsky gas pipeline into operation.

Ishayev pointed out that the Kamchatka Territory is one of the most
energy-consuming regions of the country and the Far East. The cost of
energy here is higher than anywhere else, for both the population and the
enterprises. The complex transportation pattern does not allow an
uninterrupted supply of liquid fuel to the Peninsula. "This is why to
install gas supply is a priority for a further economic development of the
Territory," he said.
"The implementation of the project to install gas supply on the
Kamchatka Peninsula is an indicator of special attention to the Far East
people on the part of the President and Government of the Russian
Federation. Actually, we implement step by step a programme to establish
in Eastern Siberia and the Far East a united system for the production,
transportation and supply of gas with due regard for possible export to
the markets of China and other Pacific Rim countries," Ishayev said.

.RF social sector modernization forum to open Wed.

MOSCOW, September 29 (Itar-Tass) - A forum on most important matters
concerning the social welfare policy of Russia opens here on Wednesday. It
has been organized by the Public Chamber jointly with the Ministry of
Health and Social Development.
The two-day forum will be attended by Yuri Voronin, Deputy Minister
of Health and Social Development, Gennady Onishchenko, chief of
Rospotrebnadzor (Federal Service for Supervision of Consumers Protection
and Welfare), Valery Fyodorov, general director of VTSIOM public opinion
study center, Public Chamber members, 54 regional vice-governors who are
in charge of the social welfare sector, as well as representatives of
major public organizations.
An official in the Public Chamber press service said those present at
the forum would discuss "ways to solve the most acute problems of the
social welfare sector, legal guarantees for pensioners and working people,
the protection of childhood, and ways to overcome stratification of
regions by the quality of fulfillment of social guarantees of the State".
"We suggest that the State set about departing from monopoly in this
respect, raise the role of non-profit organizations (NPO), and place
social welfare institutions and their personnel under public control,"
emphasized Yelena Nikolayeva, head of the Public Chamber commission on
social issues and demographic policy. She is confident that Wednesday's
meeting "will become the first step towards a wide-ranging discussion in
the regions of a new approach to social welfare policy".
On the second day of the forum, guests from the regions will be
acquainted with the actual practice of the work of the social welfare
sector of Moscow. The programme provides for a tour of the city's social
welfare institutions. "Special attention will be devoted to those of them,
in which the efforts of the State, NPOs, and the city have been combined,"
Nikolayeva stressed.

.Forum on innovative tech introduction exp to open Wed.

ST PETERSBURG, September 29 (Itar-Tass) - The 3rd International
innovations forum opens at the LenExpo exhibition center here on
Wednesday. Its participants will discuss Russian and world experience in
introducing new technologies.
An official at the organizing committee of the forum has told
Itar-Tass, "An extensive exhibition and a highly topical business
programme, including about 50 roundtable meetings, conferences, sessions,
and other congress events, provides participants in the forum with an
excellent opportunity to present their achievements, share experience, and
work out important decisions".
The forum is to begin with a plenary session on the theme of
"Innovative Russia and World Experience" with the participation of
prominent politicians and economists from Russia and Europe.
The business and congress programme of the forum includes conferences
dealing with refinement of financial instruments for innovations-based
development and modernization, novelties in the field of healthcare,
economics, and education.
The discussion of these themes is expected to involve members of the
State Duma lower house of the Russian parliament, officials of the
Administration of the President of the Russian Federation, the Russian
Union of Industrialists and Entrepreneurs, the chiefs of the European
Union mission in the RF, as well as directors of Russian and foreign
enterprises and banks, and rectors of institutions of higher learning. It
is expected that a number of big investment treaties and agreements will
be signed within the scope of the forum.
