Bishkek negotiates int'l investigation of riots in the South.

BISHKEK, September 27 (Itar-Tass) -- Kyrgyzstan negotiates with
European states an international investigation of the tragic events in the
southern regions, which took place earlier in June, Deputy Head of
Kyrgyzstan's presidential administration Muktar Dzhumaliyev said on Monday.
On the night of June 11, mass riots and ethnic clashes between Kyrgyz
and Uzbeks began in the city of Osh. On the following day, the disorders
came to the neighbouring Jalal-Abad Region. The conflict was put out only
following the announcement of the curfew and the emergency. Over the
clashes, almost 400 died and over 2,300 were wounded. Over 2,000 houses
and buildings were destroyed or burned down. Kyrgyzstan's authorities
continue their own investigation, and several active participants in the
riots have become responsible.
"We negotiate this issue, and as the negotiations are over, we shall
sign a draft on the commission's rights and mandate," Dzhumaliyev said.
The negotiations "are being finalised now," he added.
Foreign ministers of several Scandinavian countries initiated
international investigation of the reasons of those tragic events.
Kyrgyzstan supported the idea. The international commission will cooperate
closely with Kyrgyzstan's national commission.
"The international commission's experts will have to set a time frame
for the investigation and to clear out reasons of the conflict as well as
to set its consequences," Dzhumaliyev said.
The work of international experts will improve peace in the region and
"will result in the reconciliation of the parties," he added.
