RF, China to sign contract on Tianwan NPP 3rd, 4th units design.
BEIJING, September 27 (Itar-Tass) - Russia and China on Monday will
sign a contract on the development of the technical design of the third
and fourth units of the Tianwan nuclear power plant, the building of which
is planned to be launched in 2011, head of the Rosatom Nuclear Energy
State Corporation Sergei Kiriyenko who is accompanying Russian President
Dmitry Medvedev on an official visit to China, told reporters on Monday.
"A contract on the development of the technical design of the third
and fourth units of the Tianwan NPP will be signed today, and in 2011 the
construction work is to be started," Kiriyenko said. The specialist
specified that the third and fourth units will be similar to the launched
in 2007 first and second units with VVER type reactors. According to
Kiriyenko, the Chinese side is also interested in the new Russian project
NPP-2006, which "Russia is ready to implement, but at different sites."
Kiriyenko declined to specify the cost of the construction of the two
new units of the Tianwan NPP referring to commercial secret, but noted
that the world prices are well known. The construction of one NPP unit on
the world market is assessed at 1.5-2.5 billion US dollars. The Rosatom
chief stressed that "no state credit is envisaged in the construction of
the third and fourth units of the Tianwan NPP. He recalled that the two
countries' Finance Ministries have signed an agreement under which "barter
is over altogether."
According to Atomstroiexport, the Tianwan Nuclear Power Plant (TNPP)
is the largest project of economic cooperation between the People's
Republic of China and the Russian Federation. The first phase of TNPP (two
VVER-1000 power units) was constructed as part of an Intergovernmental
Agreement on cooperation in construction of nuclear plant in the People's
Republic of China, concluded on December 18, 1992. JSC "Atomstroiexport"
contract obligations included technical responsibility for the whole
project, nuclear power plant design, delivery of the equipment and
materials from Russia and CIS countries, delivery of fresh nuclear fuel
initial loading for each unit, training of Chinese personnel, transfer of
design computer codes, performance of mounting works in four main
buildings of the nuclear island, performance of commissioning work on all
TNPP systems, putting the nuclear plant into operation, insuring
guaranteed operation of power units, delivery of spare parts.
Construction work at the site commenced in 1998. More than 150 Russian
enterprises and organizations have taken part in construction of Tianwan
Nuclear Power Plant. The facilities were put into operation in 2007. The
two-year guarantee operation of Tianwan NPP Units 1&2 was completed on the
12th of September, 2009. All stages of construction of TNPP Units 1&2 were
successfully finalized, and both power units are operated stably at the
level of 1060 MW contract rated capacity. JSC "Atomstroiexport"
successfully fulfilled its obligations in the period of the warranty
operation of the power units. The warranty operation period has proved the
trouble-free and safe operation of the plant.
In October, 2009 State Corporation Rosatom and China National Nuclear
Corporation (CNNC) signed a minutes where they confirmed their desire and
intention to continue cooperation in construction of the second phase of
Tianwan NPP - the 3rd and the 4th units of the plant. For this purpose the
parties have agreed to form a joint working group which is to settle the
value of the Tianwan NPP extension project.
Year 2010 is noted by two major events in business of the
Russian-Chinese cooperation in the sphere of nuclear technologies. On the
23-rd of March, 2010 JSC "Atomstroiexport" and Jiangsu Nuclear Power
Corporation (JNPC) signed the frame contract on construction of the second
phase of Tianwan NPP. And on the 15-th of April the final acceptance
certificates for Units 1 and 2 of Tianwan NPP were undersigned. By this
fact the Chinese customer has confirmed that general contractor -
"Atomstroiexport" - had qualitatively performed all the missions assigned
to it in full scope. Tianwan NPP is operating with good performance
indices and possesses the most state-of-the-industry and technological
safety systems.
