Formula-1 race held at opening of 5th RF-Singapore business forum.
SINGAPORE, September 27 (Itar-Tass) -- The nighttime Formula-1 race
was held at the opening of the 5th Russian-Singaporean business forum, in
which leading businesspeople and politicians from the countries are
participating. The forum guests were watching the final stage of the
Grand-Prix Singapore race from a 200-meter Sky Park platform of the new
five-star Marina Bay Sands Hotel on Sunday. This picturesque event gave a
chance to business partners to get better acquainted in an informal
atmosphere and to fan for their favourite teams.
"The forum opening and the Formula-1 race were timed to coincide; we
have developed the program in order to time the Grand-Prix Singapore
finals with the forum opening so that a positive mood will create the
necessary environment for the 5th anniversary business forum," a forum
organizer told Itar-Tass.
Singaporean Minister Mentor Lee Kuan Yew attended the opening ceremony
of the forum.
The Russian delegation hopes for a fruitful work, noting that
"Singapore has something to share with Russian partners in various
spheres, particularly banking instruments, technologies and innovations,
and we should acquire this experience." "We will have an intensive
program, particularly in specialized spheres," a forum participant told
Itar-Tass.
Russia and Singapore will sign an agreement establishing a high-level
intergovernmental commission on Monday.
The commission will have its first meeting co-chaired by Russian
Deputy Prime Minister and chief of the government staff Sergei Sobyanin.
He will also deliver a welcome speech for the participants of the 5th
Russian-Singaporean business forum.
Senior Minister Goh Chok Tong will co-chair the intergovernmental
commission from Singapore.
On the first working day the commission will outline its working
plans. The commission will give priority to trade and economic, scientific
and technical, investment, education and cultural cooperation, broader
cooperation on the international scene, primarily in the Asia-Pacific
region.
The countries will sign an intergovernmental agreement on promotion
and mutual protection of investments at the first meeting of the
commission.
The establishment and the first meeting of the intergovernmental
commission "will be a landmark event in Russian-Singaporean relations; the
intergovernmental commission will fulfill consistently and systematically
large-scale bilateral cooperation agreements, which were achieved during
Russian President Dmitry Medvedev's visit in Singapore in November 2009,"
the Russian government press service reported.
Sergei Sobyanin will also meet with Singaporean Minister Mentor Lee
Kuan Yew on Monday.
Over 800 businesspeople from the two countries will participate in the
forum this year.
The second day of the forum is expected to be the most intensive. The
agenda envisages speeches by leading politicians and businesspeople from
Russia and Singapore, as well as bilateral meetings, at which bulky
contracts may be signed.
On the same day Tatarstan's President Rustam Minnikhanov will deliver
a speech at the presentation of the Russian Republic of Tatarstan.
Sberbank Board Chairman German Gref, RUSNANO General Director Anatoly
Chubais, Troika Dialog Investment Group Board Chairman Ruben Vardanyan
will participate in other specialized discussions.
The theme "Infrastructure, Transport, Ports and Environmental
Solutions" will be a new subject for discussion at the current forum. A
separate workshop will be devoted to innovations, cooperation in the oil
and gas industry and on the stock market.
The annual Singaporean forum brings together leading politicians and
the business elite from Russia and Singapore, as well as from other Asian
countries. The forum is one of the major events in the life of the Asian
business community. The forum will last until September 28.

GENEVA, September 27 (Itar-Tass) -- Russian Agriculture Minister
Yelena Skrynnik will arrive here on Monday to discuss Russia's commitments
on the support for domestic agriculture in case of Russia's accession in
the World Trade Organization (WTO). The Geneva negotiations will highlight
the amount of Russia's state subsidizing for domestic agriculture, if the
country finally enters the WTO after 15 years of accession negotiations.
According to experts, the agrarian sector, particularly the meat
trade, remains one of the major unsettled problems in Russia's entry bid
to the WTO. Other problems standing on the way of Russia's entry in the
WTO are export duties, the amount of subsidies for state-run enterprises
and the intellectual property protection.
Skrynnik is to have several bilateral meetings, including those with
the U.S. and EU delegations, the head of the Russian delegation at the WTO
accession negotiations and the chief of the department of commercial
negotiations in the Ministry of Economic Development, Maxim Medvedkov,
told Itar-Tass.
The first meeting of the working group on Russia's accession in the
WTO, which brings together 153 countries, was held in 1995. In 2009 the
negotiations were suspended in view of forming the Customs Union between
Russia, Belarus and Kazakhstan. Later this decision was changed, and the
Customs Union member-countries declared about their separate bids for
accession in the WTO, but on the coordinated terms. Russia resumed the
negotiations on accession in the WTO in May 2010.
Within the next two weeks Russian experts will complete their part or
work required for Russia's accession in the WTO, First Deputy Prime
Minister Igor Shuvalov told deputies in the State Duma on September 24. He
noted that "compromising decisions will be taken" upon the results of the
Geneva consultations. "I proceed from the assumption that the United
States and the EU states need Russia's membership in the WTO more than
Moscow," the first deputy prime minister underlined.
The U.S. government official, who participated earlier in the
consultations, praised highly the progress of a new round of multilateral
consultations. Meanwhile, he added that a considerable amount of technical
work should be done for Russia's accession in the WTO.
