Ingush village deputy chief injured, traffic policeman killed.

NAZRAN, September 27 (Itar-Tass) -- Deputy chief of the settlement
Yandare Isa Katiyev was injured in the gunfire at a traffic police post on
the Caucasus federal highway in Ingushetia on Sunday. He is in severe
condition, a source in the Ingush branch of the Prosecutor General's
Office Investigation Committee (SKP) told Itar-Tass on Sunday.
The traffic police post came at 8.50 pm Moscow time on Sunday under
grenade launcher and automatic gunfire. Traffic policeman Adam Aushev was
killed and another traffic policeman was injured in the shootout. The
attackers escaped. The search operation for them is underway.

.RF cultural center opening in Beijing to highlight bilateral ties.

BEIJING, September 27 (Itar-Tass) -- The forthcoming inauguration of a
Russian Cultural Center in the Chinese capital will highlight
Russian-Chinese cultural ties, chief of the Federal Agency for CIS
Affairs, Fellow Citizens and International Humanitarian Cooperation Farit
Mukhametshin believes. He told Itar-Tass that he considers Russian-Chinese
cultural ties intensive. "2009 was the Year of Russian Language in China
and 2010 is the Year of the Chinese Language in Russia. Various joint
festivals and contests are held permanently," Mukhametshin noted.
"However, until recently there were no basic centers, in which we
could work with those who are interested in Russia, country's history,
culture and the modern life of Russians. Opening such a center we give an
opportunity to Beijing residents to learn the Russian language, we have
perfect classrooms for this. We have an art studio for those who want to
study painting. We can provide the primary theatrical education. We also
have a perfect library. The Russian cultural center has the Internet
access to Russian leading libraries, primarily the Presidential Library
named after Boris Yeltsin," Mukhametshin pointed out.
He recalled that the Presidential Library signed an agreement with
China on Sunday that allows the Internet users to read in the electronic
form the literature on Russian history, Russian language, culture and
sports. China also signed an agreement on cooperation with the Russian
Museum. So, Beijing Internet users can watch expositions and exhibitions
of the Russian Museum at a virtual branch of the museum. "This is our
novelties, we do it for the first time," Mukhametshin remarked. Similar
electronic reading halls and virtual branches of Russian museums will be
opened in other countries in the future," he stated.
The Beijing Russian Cultural Center, which is provided with the
state-of-the-art equipment, has a multifunctional concert and exhibition
hall, which is already preparing to hold an exhibition of modern Russian
painters. Schools of Russian ballet, Russian painting, hobby groups will
work for children.
"Our cultural centers work in 74 countries. We are planning to open
them in 100 countries. The Russian president, government, the ministries
of culture and education provide the full support for this initiative.
Museums, journalists, various professional and public organizations help
us that makes it possible to do the active work with a quite small number
of employees," Mukhametshin indicated.

.Moldova acting president to decree parliament dissolution Sept 28.

CHISINAU, September 27 (Itar-Tass) -- The Moldovan acting president
will sign a decree to dissolve the parliament on September 28, that is to
say 60 days before early parliamentary elections, which the leaders of the
ruling coalition agreed to hold on November 28, Mihai Ghimpu said here
Sunday at a congress of the Moldovan Liberal Party, which re-elected him
as party's chairman.
Ghimpu and his nephew and Chisinau Mayor Dorin Chirtoaca, who was
nominated by a delegate of the Liberal Party congress, were running for
chairman of the Liberal Party. Chirtoaca dropped his candidacy in favor of
Ghimpu.
In his speech at the congress Ghimpu stated that the party is seeking
to overthrow the Communist rule in the country. "We should keep on
fighting to put into practice the reforms launched in Moldova," he noted.
Ghimpu, who is well-known for his radical pro-Romanian position, took
the supreme post in Moldova in September 2009 as a result of a compromise
reached between the members in the ruling coalition bringing together the
Liberal Party, the Liberal Democratic Party, the Democratic Party and the
Our Moldova Alliance. He instituted the day of Soviet occupation and took
other actions that resulted in deteriorated relations between Moldova and
Russia.
The political situation in Moldova has been unstable since the spring
in 2009. Since then the parliament cannot elect the president, for whom
three fifths from all deputies (61 from 101 deputies) are to vote. Neither
repeated elections nor changes in the political alignment influenced the
situation. If Communist deputies voted for the president earlier and the
opposition boycotted the elections, after the early elections in July 2009
they changed their roles, but the result remains the same. To settle the
crisis the authorities initiated a referendum to bring back general
presidential elections, but the referendum was futile, and Moldova will
hold new parliamentary elections in autumn 2010.
