FC to examine Skolkovo Bill, hear info by econ dev minister.

MOSCOW, September 22 (Itar-Tass) - The Federation Council (FC) upper
house of the Russian parliament holds its first plenary meeting in the
autumn session here on Wednesday. A discussion of the package of bills on
the founding of an innovations center at Skolkovo will be the main item on
the agenda.
On Tuesday, the economic and budgetary committee recommended the House
to approve the documents, pointing out their current importance for
carrying out an earnest modernization of Russian science and production.
The Bill was referred to parliament by the President of the Russian
Federation. It is planned that 170,000 million roubles from the Federal
budget will be assigned to the establishment of the innovations center.
In view of passage of the basic law, those present are expected to
make amendments to the Tax and Budgetary Codes and to a number of laws
concerning accountancy and insurance premiums. The parties to the Skolkovo
project will be granted substantial privileges.
The agenda of the House meeting also includes an item concerning
ratification of intergovernmental agreements with Libya, Angola, and
Nigeria on the encouragement and mutual protection of capital investments.
These grant a fair and equitable investment regime to the investors of the
contracting parties, and prevent discriminatory measures. The agreements,
based on international law, create equal conditions in cooperation with
national investors and those from third countries.
Within the framework of the Government Hour question-and- answer
session, Minister of Economic Development Elvira Nabiullina will inform
the House Members of "administrative barriers' reduction as a factor in
economic growth".
The House Members are also to decide on a number of personnel
appointments-related matters.
