FC econ panel recommends House to approve Skolkovo bill.

MOSCOW, September 22 (Itar-Tass) - The committee on economic policy,
entrepreneurship and property of the Federation Council (FC) upper house
of the Russian parliament has recommended the House to approve the
Skolkovo innovation center bill, which is to be examined at a plenary
meeting of the FC on Wednesday.
The Committee, which is to present the Bill on Wednesday, met on
Tuesday night, as soon as the respective documents had come in came in to
the Upper House from the State Duma lower house of parliament. Committee
Chairman Oganes Oganyan told Itar-Tass, "However, there was no haste in
the discussion of the Bill". "We have been working on the Bill at all
stages, in the first and second readings," he explained, adding that
"Twenty-six amendments to the Bill out of 67 were introduced to the
original version of the Bill with the participation of FC members". So, he
remarked, "We knew about all alterations, including those concerning the
enactment of the Bill from the moment it will be passed".
The Committee members were unanimous in emphasizing the current
importance of establishing the Skolkovo innovations center and of
introducing such a new notion as "research business" to the Russian
legislation.
