Medvedev to hold consultations with leaders of four Duma parties.
MOSCOW, September 11 (Itar-Tass) -- Russian President Dmitry Medvedev
on Saturday will meet with the leaders of the four political parties
represented in the Duma. The head of state regularly conducts such
consultations with the leadership of United Russia, the CPRF, the LDPR and
the Fair Russia party on crucial social and political issues.
Invitations to the meeting were sent to the chairman of the Supreme
Council of United Russia, State Duma Speaker Boris Gryzlov, leader of the
Fair Russia party, Federation Council Speaker Sergei Mironov, Communist
Party leader Gennady Zyuganov and Liberal Democrat Party leader Vladimir
Zhirinovsky.
The fight against terrorism is one of the themes to be discussed.
Earlier this week the explosion of a car bomb in North Ossetia's capital
Vladikavkaz killed 17 people and injured more than 110 others, who remain
in hospitals. The meeting is to be held on the day of the ninth
anniversary of the terrorist attacks against the twin towers of the World
Trade Center in New York. Security issues were also high on the agenda at
the previous meeting of the president and political parties' leaders in
April, shortly after the terrorist acts in the Moscow metro and in
Dagestan.
Another issue to be raised at the meeting will be preparations for the
single day of voting on October 10. On this day in Russia is expected to
hold 7,841 elections of different levels and local referendums. They will
be conducted in compliance with the latest amendments to the law on the
basic guarantees of electoral rights of citizens. The changes are related
in particular to the wider representation of parties that have failed to
clear the qualification threshold, simpler registration of the lists of
parties represented in regional parliaments, fewer opportunities for early
voting, more stringent requirements for voting with absentee ballots, etc.
Experience has shown that representatives of all parties, except for
United Russia, often have questions and complaints against progress in the
election campaigns and of the voting procedure as such.
It is likely that the president will set tasks for the Duma members to
be addressed during the just-started autumn session. The first plenary
meeting was held on September 7. Gryzlov said that during the autumn
session, which is to be traditionally completed in late December, the
State Duma will consider more than 500 bills, including 100 priority ones.
This session will proceed according to some new rules. In late summer,
after Medvedev's criticism special disciplinary amendments were introduced
to the Duma's rules, aimed primarily against absenteeism. Now, instead of
two plenary meetings per week there will be three. During the day debates
will proceed on all items on the agenda and decisions on bills and
regulations will be made during the special "vote hour," at 17:00. At this
moment all 450 deputies must be present in the conference hall.
