BISHKEK, September 10 (Itar-Tass) - A total of 29 political parties
will vie for 120 seats in a new Kyrgyz parliament, a representative of the
Kyrgyz Central Electoral Commission (CEC) in charge of holding elections
and referendums told Itar-Tass on Friday. According to his information,
all those political parties managed to supply the needed documents within
the set time limits, and to get registered.
"According to the current legislation, the candidate parties have the
right to start an electoral campaign on Friday. It is to end a day before
the elections, which are scheduled for October 10," he continued.
A parliamentary form of government was introduced in Kyrgyzstan after
the referendum, held in the republic on the draft constitution. The new
Constitution provides for the transfer of part of the powers of the
president and the prime minister to members of parliament. The party that
gets more than 50 per cent of votes at the elections will be able to form
a cabinet of ministers. If none of the parties gets more than 50 per cent
of votes, the political rivals will have to form a coalition.
The fourth parliament, elected in Kyrgyzstan three years ago, was
dissolved by a special decree of the provisional government, which came to
power in April, this year. In the opinion of its representatives, the
previous parliament, in which 72 out of 90 seats belonged to the Ak-Zhol
Party, which supported Kurmanbek Bakiyev-- the overthrown president, was
elected with numerous violations of the electoral legislation.
