Medvedev to discuss modernization at Yaroslavl forum.



YAROSLAVL, September 10 (Itar-Tass) -- Russian President Dmitry
Medvedev will address on Friday the world political forum in the city of
Yaroslavl to discuss modernization plans with political scientists.
The fight against terrorism is also likely to highlight the discussion
following a suicide car bomber attack on Vladikavkaz central market in
North Caucasus on Thursday which killed at least 16 people and wounded
over 120.
"The president would like to discuss with political scientists the
progress related to the solution of various problems, modernization
possibilities and changes which he believes are necessary," Medvedev's
spokeswoman Natalya Timakova said.
The president will also meet South Korean President Lee Myung-bak and
Italian Prime Minister Silvio Berlusconi who attend the forum timed to the
millennium of Yaroslavl.
The Modern State: Democracy Standards and Efficiency Criteria
political forum is held for the second time in Yaroslavl. Last year it
coincided with Medvedev's 44th birthday marked on September 14.

.Putin to inspect RUSNANO activities.

MOSCOW, September 10 (Itar-Tass) -- Prime Minister Vladimir Putin will
on Friday inspect three-year activities of RUSNANO State Corporation which
is likely to develop into a joint-stock company next year.
The government press service said "most promising projects will be
discussed in such spheres, as medicine and pharmaceuticals, machine
engineering, production of new construction materials, microelectronics,
etc."
RUSNANO supervising council has approved 93 projects with a total
budget of 302.1 billion rubles.
They include 82 investment projects, seven projects of Russian and
international venture funds, and four nanotechnology centers in Kazan,
Dubna, Zelenograd, and Tomsk. So far 41.7 billion rubles were invested
"Venture investment funds will help the corporation enter
international equity markets and enjoy access to foreign innovation
designs through the system of international partnership, and use
professional foreign experience in managing and streamlining innovation
infrastructure," the press service said.
Late last year Arkady Dvorkovich, the economic aide of the Russian
president, said RUSNANO "will most likely transform into a joint-stock
company next year."

.Uzbekistan to miss SCO exercise.

MOSCOW, September 10 (Itar-Tass) -- The Shanghai Security Organization
(SCO) will begin the Peace Mission-2010 anti-terror exercise on Friday in
Kazakhstan, but one of the members, Uzbekistan, which was the last to join
the organization in 2001 will skip the event.
"Uzbekistan will not participate in the exercise in any quality.
Neither Uzbek military leaders nor troops have arrived in Kazakhstan
although an invitation has been sent to the Uzbek side," Russian Ground
Forces spokesman Oleg Yushkov told Tass.
The three-stage exercise at the Matybulak range in Kazakhstan will
engage over 5000 troops and 500 hardware from Russia, China, Kazakhstan,
Kirgizia, and Tajikistan. Russia sent over a thousand men and 130 armor,
as well as 10 aircraft and helicopters deployed at its Kant base in
Kirgizia. China and Kazakhstan are represented by a similar force, while
Kirgizia and Tajikistan dispatched smaller units.
The active phase of the exercise will begin on September 24 and will
train preparations and conduct of a joint anti-terrorist operation.
SCO fight against terrorism and drug trafficking offers a guideline
for cooperation with NATO, Russian ambassador to NATO Dmitry Rogozin said
on Thursday in Paris and called on the alliance to stop ignoring SCO and
the Collective Security Treaty Organization (CSTO).
"All attempts to bring SCO, CSTO and NATO closer together failed. The
abyss has to be crossed," he said.

.Medvedev's envoy inspects SKurile island development.

VLADIVOSTOK, September 10 (Itar-Tass) -- Russian presidential envoy to
the Far East Viktor Ishayev inspected construction progress on South
Kurile Islands of Iturup and Kunashir and said major positive changes were
taking place.
Commenting on the implementation of the federal program for the
development of Kurile Islands in 2007-2015 Ishayev said a major production
facility was launched in the city of Kurilsk and construction of
residential houses, schools and kindergartens was underway.
"Roads are also being built, they are unpaved roads so far and it is
definitely necessary to pave them," Ishayev said on Friday.
The envoy supported plans of Sakhalin Governor Alexander Khoroshavin
to accelerate the launch the first stage of an all-weather airport on
Iturup with a runway of 1450 meters. That will help do without the
Burevestnik airport which is often covered with fog.
As for the Mendeleyevo airport on Kunashir, which has not been
launched as scheduled yet, Ishayev threatened to engage prosecutors in
investigating the reasons of the delay if the situation is not urgently
remedied.
