AVTOVAZ shareholders to debate increase in authorised capital.


SAMARA, September 9 (Itar-Tass) -- AVTOVAZ shareholders will vote on a
possible increase in the company's authorised capital by absentee ballot
on Thursday, September 9.
It has been proposed to increase the authorised capital of the company
by issuing new ordinary shares through private offering among the company'
s shareholders: the state-owned corporation Rostekhnologii, French
carmaker Renault, and the investment company Troika Dialog Investments
Limited, each owing 25 percent plus one share.
"The rights of the minority shareholders granted by law will be
ensured," the AVTOVAZ press service said.
According to the agreement made by and between the major shareholders
on July 15, Renault will invest the equivalent of 240 million euros in
AVTOVAZ by 2012, while preserving its stake of no less than 25 percent
plus one share. Renault's contribution will help launch the production of
new models.
Rostekhnologii will convert the proportional part of AVTOVAZ' debt
into shares.
The shares will be issued gradually. Rostekhnologii will contribute
the equivalent of 330 million euros by November 2011, and Renault 114
million euros. At this stage, Rostekhnologii's share will grow to 29
percent, that of Renault will be 25 percent, and Troika Dialog's stake
will shrink to around 20.5 percent.
By November 2012, Rostekhnologii's contribution will amount to the
equivalent of around 400 million euros and that of Renault to 126 million
euros. By the end of 2012, Rostekhonologii's participatory interest in
AVTOVAZ will increase to 36.5 percent, Renault's share will remain at 25
percent, and that of Troika Dialog will decrease to 17.5 percent.

.US suggests building relations with Russia on mutual responsibility

WASHINGTON, September 9 (Itar-Tass) -- U.S. Secretary of State Hillary
Clinton suggested to Russia that bilateral relations should be built not
only on mutual respect but also on mutual responsibility.
In her big speech on the U.S. foreign policy on Wednesday, September
8, Clinton recalled that when President Barack Obama had taken office,
relations with Russia were "amid cooling to cold relations and a return to
Cold War suspicion."
"This may have invigorated spy novelists and armchair strategists, but
anyone serious about solving global problems such as nuclear proliferation
knew that without Russia and the United States working together, little
would be achieved. So we refocused the relationship," she said.
According to Clinton, the United States is offering "a relationship
based on not only mutual respect, but also mutual responsibility."
"So our goal is to establish productive relationships that survive the
times when we do not agree and that enable us to continue to work
together," she said.

.Russian, US diplomats discuss Iranian nuclear programme.

MOSCOW, September 9 (Itar-Tass) -- Russian Deputy Foreign Minister
Sergei Ryabkov and Under Secretary of State for Political Affairs William
Burns discussed the Iranian nuclear programme on Wednesday, September 8.
Ryabkov and Burns are co-chairmen of the Working Group on Political
Coordination of the Russian-American presidential commission.
They "thoroughly analysed the operation of this body in various
fields, identified concrete issues for priority consideration for further
improvement of some working groups' results, particularly in the fields of
economy and innovations," the Foreign Ministry said.
"The sides discussed some bilateral issues, including the schedule of
upcoming contacts at different levels, and a number of international
questions, such as strategic stability, European security, the preparation
of the OSCE summit in Astana, Afghanistan, and the situation surrounding
the Iranian nuclear programme," the ministry said.

.Int'l experts to discuss European security at meeting outside Geneva.

GENEVA, September 9 (Itar-Tass) -- International experts will gather
at Chambesy outside Geneva on Thursday, September 9, to discuss the
current state of European security.
The two-day forum, organised by the Geneva Centre for Security Policy
and Switzerland's Department of Foreign Affairs, will bring together 35
specialists representing both individual countries - Russia, the United
States and Switzerland -- and international organisations in the
Euro-Atlantic region - the European Union, the Commonwealth of Independent
States, NATO, the Organisation for Security and Cooperation in Europe
(OSCE), the Collective Security Treaty Organisation, as well as
universities and European analytical centres.
One of the purposes of the meeting is to discuss a draft European
security treaty proposed by Russian President Dmitry Medvedev in November
2009. In addition, the participants will assess advantages and
vulnerabilities of current European security, and discuss how to improve
arms control.
The director of the Russian Foreign Ministry's Department of European
Cooperation, Vladimir Voronkov, will lead the Russian delegation to the
forum.
