Russia to help Nicaragua resist natural disasters.



MEXICO CITY, September 4 (Itar-Tass) -- Russia will help Nicaragua to
improve the system of combating the effects of natural disasters and
implementing appropriate preventive measures, the Nicaraguan government
has said, pointing to the successful cooperation between the two countries
in the field of civil defense.
According to the official website of Nicaragua's government, the
Russian Emergency Situations Ministry has confirmed its willingness to
assist the Nicaraguan civil defense service in its efforts to counter the
effects of natural disasters.
"Cooperation between the two countries in combating the effects of
natural disasters is developing successfully," Russia's ambassador to
Nicaragua, Igor Kondrashov, told Itar-Tass. He pointed to the good
prospects for cooperation in this area between the two countries.
As President Daniel Ortega noted in one of his speeches, Russia
intends to provide his country with modern equipment for rescuing people
affected by the ravages of nature. Russia also intends to establish in
that Central American republic a modern center for the coordination of
preventive measures in case of natural disasters and to deal with their
consequences.
Simultaneously, Ortega pointed to the very good prospects for
cooperation with Russia in trade, and in economic and scientific spheres.
A fresh impetus to this was given by the latest meeting of the bilateral
intergovernmental commission, which took place in the Nicaraguan capital
Managua last June.

.Coalition talks with ultra-right Freedom Party in Netherlands fail.

THE HAGUE, September 4 (Itar-Tass) -- Talks on forming the
Netherlands' new government with the participation of the Geert
Wilders-led ultra-right Freedom Party ended in failure on Friday. In the
evening Wilders announced withdrawal from the negotiating process.
The Dutch parties that entered parliament in the June 9 elections have
been locked in there months of talks, trying to agree on forming a
government coalition. The Queen-appointed intermediaries have reshuffled
practically all possible combinations. For the past few weeks there have
been consultations on creating a three-party coalition of the liberal
People's Party for Freedom and Democracy, centrist Christian Democratic
Appeal and ultra-right Freedom Party.
Whereas late last week reports arrived that the parties had managed to
agree on the basic positions and the announcement they had agreed to form
a government was a matter of days, just one week later the Dutch
Government's information service said that the talks on forming a
coalition suffered failure.
It was participation in the negotiating process of Geert Wilders,
notorious for his fierce anti-Islamic rhetoric, that caused a split in the
Christian Democratic Appeal and many of its members officially refused to
cooperate with him.
In what form the efforts to form a government will continue and what
parties will participate in them remains to be seen. The mediator at the
talks, Ivo Opstelten, will brief the head of state - Queen Beatrix - on
the situation Saturday.

.Spanish, French FMs welcome Israel-PNA peace talks.

MADRID, September 4 (Itar-Tass) -- The foreign ministers of France and
Spain, Miguel Angel Moratinos Cuyaube and Bernard Kouchner, held talks in
Madrid on Friday to welcome the start of direct peace negotiations between
Israel and the Palestinian National Authority, but noted that "meetings in
Washington are just the beginning of a long and complicated process that
should lead to a lasting peace in the Middle East."
France and Spain are ready to contribute to the peace process in the
region. Tuesday's meeting in Madrid between Spanish Prime Minister Jose
Luis Rodriguez Zapatero and Prime Minister of the Palestinian Authority
Salam Fayyad, announced by Moratinos, is expected to contribute to
achieving this goal, too.
The Spanish and French foreign ministers also discussed preparations
for a summit of the Union for the Mediterranean, scheduled for November
this year, which may play a positive role in the Middle East settlement.
In the focus of their attention were also security issues in the north
of Mauritania and Mali, where in recent months Islamic radicals kidnapped
several citizens of France and Spain. However, whereas France tried to
free one of its nationals, and the person was killed in the course of the
armed operation, Spain preferred to resolve the issue through negotiations
and by paying the ransom. It secured the release of two Spanish subjects,
who had been held hostage by Islamic militants for almost nine months.
Spain's position drew criticism from the French media, which said
"President Nicolas Sarkozy was unhappy about Spain's conciliatory stance."
Now, at their meeting in Madrid, the foreign ministers of Spain and
France have agreed to closely coordinate their actions in risky areas of
the African continent.

.One-million-dollar Rolls Royce stolen 3 years ago found in Grozny.

GROZNY, September 4 (Itar-Tass) -- In Chechnya's capital Grozny local
police operatives have found an exclusive Rolls-Royce Phantom limousine,
stolen in Moscow three years ago.
The Chechen traffic police's deputy chief Isa Magomadov has told
Itar-Tass the wanted car has been on the list of stolen vehicles since
June 18, 2007. It was hijacked in Moscow's Eastern Izmailovo district.
"As a rule such vehicles are very difficult to track down, because
only 'true professionals' dare steal them," Magomadov said. "The owner of
the stolen limousine is very fortunate his car has been found. After all
the necessary formalities the owner will have his wheeled property back."
As Itar-Tass has been told at Grozny's criminal police, before it
appeared in Chechnya the luxury car had already been resold several times.
"We are trying to figure out the whole scheme that took the vehicle to
the Chechen republic," the source said. While the investigation is still
in progress, the details of how it was identified cannot be disclosed."
Phantom automobiles are top class vehicles from the British company
Rolls Royce. It is one of the best and most expensive sedans of the
representation class. More than 70 percent of such cars are made to order.
According Magomadov, "In January-July 2010 traffic police inspectors
in Chechnya have detained 68 vehicles featuring on the federal wanted
list, including 56 cars from other regions of Russia." Among the detainees
three cars are wanted by Interpol. Since the beginning of the year 28 cars
have been returned to their owners.
