18th session of International Assembly of capitals opens in Ulyanovsk

ULYANOVSK, August 27 (Itar-Tass) - The 18th session of the
International Assembly of Capitals and Big Cities (MAG) opens in Ulyanovsk
on Friday.
The government of the Ulyanovsk Region reported that the events would
be attended by heads of MAG member cities, representatives from several
federal ministries and the expert community.
The session will hold roundtables on municipal transport in big cities
and the system of social protection in them; another topic is an
electronic library in information society. Master classes on various
topics will be held by Moscow specialists at the forum.
The plenary meeting will examine questions of advancing modern
technologies and innovation solutions in main employer cities, using the
example of the aircraft industry. It was not by chance that Ulyanovsk was
chosen as a place for calling this session: the city is a major centre of
civil aircraft building.
The International Assembly of Capitals and Big Cities was established
in September 1998 by bodies of executive power of seven capitals and 19
large cities of nine CIS countries. Moscow Mayor Yuri Luzhkov is MAG
president.
The main area of MAG activities is to promote trade, economic,
scientific, technical and cultural development and cooperation between
cities, regions and countries. The MAG's membership now includes 84 cities
from nine CIS countries. Ulyanovsk is a MAG member since 2002.
It is expected that another Russian city - Oryol - will join the
Assembly's membership this Friday.

ASHGABAT, August 27 (Itar-Tass) - Turkmen President Gurbanguly
Berdymukhamedov instructed his government on Thursday to work out a
general concept for introducing an electronic system of documents turnover
in the country, which is the first stage to transition to the information
structure "Electronic government".
The presidential press service reports that this question was the main
at a government meeting on Thursday.
"It is necessary to start in the near future introduction of a system
of electronic documents turnover at ministries, departments, enterprises
and organisations, including appropriate structures in the country's
regions," said Berdymukhamedov, noting that "medical and educational
establishments should be linked up, above all, to this system".
It was pointed out at the meeting that large-scale introduction of the
electronic system of documents turnover will help to tackle rapidly
questions of administration and economic activities, will improve control
over materials and equipment at enterprises as well as will raise the
level of serving population in various spheres.
On instructing to work out a national model of an electronic
government, the president pointed to the need for "studying thoroughly
world experience in this sphere".

CHISINAU, August 27 (Itar-Tass) - Moldova marks its Independence Day
this Friday in a difficult political situation. It cannot be stabilised
since the spring of 2009 when the parliamentary elections in April ended
in mass rioting whose participants ransacked and lit fire to the buildings
of parliament and the president's residence.
The original of the Independence Declaration was lost in fire, and it
had to be restored. Since that time on, the parliament cannot elect the
country's president.
The situation has not been influenced either by repeated elections, or
a change in the alignment of political forces. While in the past,
Communists had voted for a president, and the liberal-democratic
opposition boycotted the elections, following the early elections in July
2009, the roles changed, but the result is the same.
The extensive programme of festivities which will open with a
wreath-laying ceremony to the founder of Moldovan statehood - Stephen the
Great, traditionally includes concerts, exhibitions and other gala events.
The government announced a five-day rest from Friday to Tuesday, since
this year the holiday of the mother tongue and Independence Day coincided
with off-days. Following the holidays, Moldova will hold a referendum on
September 5, initiated by the ruling coalition so as to end the two-year
crisis.
The citizens will decide whether the president is to be elected at
parliament, as it was the case up to now, or at nation-wide elections.
Following this, it is planned to disband the parliament and to announce
again early elections.
