Conference on studying climate opens in Moscow.



MOSCOW, August 27 (Itar-Tass) - Under conditions when climate shows
increasingly its freaks, its reliable forecast is possible only on the
basis of comprehensive scientific investigations.
This will be the key topic for discussions by participants in the
scientific conference "Drafting and implementation of comprehensive plan
of scientific investigations of weather and climate", opening on Friday at
Rosgidromet (Federal Service on Hydrometeorology and Monitoring of
Environment).
"Climate turns increasingly unpredictable, the number of dangerous
climatic events will be on the rise," noted an initiator of this forum and
the Russian president's special representative for climate Alexander
Bedritsky. "If climatic parameters are predicted incorrectly in economic
plans and technical norms, this will result in inevitable economic losses
and incidents."
In this connection, it is necessary to have a comprehensive plan and
scientific investigations of climate, note conference sponsors,
representing the international ecological non-government organisation
Green Line and Rosgidromet.
This plan has already been worked out by Rosgidromet with the
participation of the Russian Ministry for Education and Science, Ministry
for Economic Development, the Ministry for Emergencies, the Academy of
Sciences, Rosleskhoz (Federal Forestry Agency), the Russian Agricultural
Academy and other concerned organisations.
According to sponsors, the conference should make "an appraisal of
extensiveness and adequacy of work and investigations, provided for by the
comprehensive plan, assessment of risks and advantages for the economy and
regions as well as ability of adapting to climatic changes".
Besides, the conference will discuss priority scientific tasks in
explorations of weather and climate, whose solution is necessary for
implementing provisions of the Russian Climatic Doctrine.
Its initiators became conference co-chairmen: the Russian president's
adviser Bedritsky and first deputy head of the United Russia Party faction
at the State Duma Artur Chilingarov. Rosgidromet head Alexander Frolov is
chairman of the conference organising committee.

.Forum "Tatarstan-Moscow-single family" opens in Moscow.

KAZAN, August 27 (Itar-Tass) - The leadership of the Tatarstan
Republic will move to Moscow on Friday for one day to participate in
festivities, opening in the federal capital and devoted to the 90th
anniversary of the Tatarstan Autonomous Soviet Socialist Republic and
Tatarstan Republic Day.
Festivities will be attended by Tatarstan President Rustam
Minnikhanov, Moscow Mayor Yuri Luzhkov as well as Tatarstan vice-premier
and Minister of Culture Zilya Valeyeva. The delegation from Kazan includes
well-known scientists, heads of intellectual unions, men of culture and
members of the World Congress of Tatars.
The gala party "Moscow-Tatarstan - single family" will be staged at
the Moscow International Music House. The programme includes meetings of
prominent intellectuals, scholars of Moscow, the Moscow Region and
Tatarstan, presentation of the Republican Fund of revival of monuments of
history and culture, photo and fine arts exhibitions.
The concert programme provides for performances by famous singers
Iosif Kobzon and Renat Ibragimov, the Tatarstan State Symphonic Orchestra,
the Republican Ensemble of Song and Dance and prizewinners of show biz
festivals.
"Tatarstan always sincerely and closely cooperates with the federal
capital in the business-like way, whether these are concerts, guest
performances of republican theatres, parties, thrown by painters, actors
in order to discuss their creative plans," said Valeyeva in an interview
with Itar-Tass. "Our relations are cemented by the 1996 Treaty between the
republic and Moscow on trade, economic, scientific and cultural
cooperation."
The forum will gather compatriots of the republic, including those
living in the Moscow metropolitan area whose number stands at 300,000.
Continuing long-standing traditions, it is planned this year to organise a
large-scale and festive meeting with Tatars, working in Moscow and the
Moscow Region. "The aim of the meeting," Valeyeva continued, "is to perk
up all-round contacts, to find solutions in order to meet their cultural
and spiritual requirements as well as to back up initiatives in
humanitarian cooperation."
Guests of honour at the forum include academicians Renat Akchurin and
Robert Nigmatullin, actors Marat Basharov and Chulpan Khamatova, singer
Alsu and tennis player Marat Safin.
The holiday of creative unions as well as exhibitions of Moscow and
Tatarstan painters will be held on the sidelines of the forum. There will
be presentation of the republican fund Vozrozhdenie (Revival) whose
trusteeship council is headed by first Tatarstan President Mintimer
Shaimiev.
The fund, assisted by the Russian leadership, started revitalising and
restoring ancient monuments of the 13th-16th centuries in an ancient
settlement of Bulgar on the Volga River, the ancient capital of Volga
Bulgaria as well as the city-island of Sviyazhsk with architectural
monuments of the 16th-18th centuries. A great amount of work is done to
restore these historic and cultural sacred things.
