Kyrgyz political instability brings down GDP to 5,4% by yearend.

BISHKEK, August 17 (Itar-Tass) -- The tragic political events, which
occurred in Kyrgyzstan in April and June 2010, "resulted in drastic
economic disturbances and social instability, it is stated in an
anti-crisis program, which the Kyrgyz interim government developed and
made public here on Tuesday.
The document notes, according to the preliminary assessment made by
the Kyrgyz Ministry of Economic Regulation, the decline in the GDP rate is
expected at 5.4% despite the forecast growth at 5.5% at the beginning of
the year, and the per capita GDP rate will go down from 888 to 839.4 U.S.
dollars.
The overall production downturn will make more than five percent. The
decline in the services will make 10.9%, including 18.8% in the trade and
3.5% in agriculture. The inflation rate is expected at 10.3%.
The interim government believes, "the current situation requires
priority measures needed to settle vitally important problems, the
fulfilment of which will contribute to Kyrgyzstan to attain a medium-term
economic growth."
The government hopes at the first stage of the anti-crisis program
"until the end of 2010 to ensure primarily the stability of the state
budget, support the social stability and to safeguard energy, food and
public security."
Under the anti-crisis program budget expenditures will be primarily
spent "to solve the problems of forced migrants and to pay compensations
to affected people, as well as to fulfil state obligations for the
population." The budget expenditures will also be spent for capital
expenses and preparations to the autumn-winter period, the support for the
agro-industrial complex and for making the state budget stable.
Kyrgyz caretaker President Roza Otunbayeva shouldered "personal
responsibility for the qualitative and timely fulfilment of the
anti-crisis plan" on the ministries and other state agencies.
