Thailand, South Korea sign agreement to build power plant in Laos

BANGKOK, Aug 16 - The Electricity Generating Authority of Thailand (EGAT) signed a memorandum of understanding (MoU) to build a US$877 million power plant in Laos with the project developers being Thai and South Korean firms, according to EGAT Governor Suthat Pattamasiriwat.

The consortium comprises Thailand's Ratchaburi Electricity Generating Holding (RATCH), owning 45 per cent by EGAT, South Korean firms SK Engineering & Construction and Korea Western Power, and the Lao Holding State Enterprise.

Mr Suthat said the Xe-Pian Xe-Namnoy hydroelectric power project will be able to generate up to 390 megawatts in the southern Lao Senamnoi region. EGAT agreed to buy electricity from the project as a 27-year concession from Laos to Thailand.

The project's development for commercial purposes will start in 2018, while construction is expected to begin in the end of 2011. EGAT will build a 90 km power transmission system to carry 500 kilovolts from the Thai border connecting Lao PDR to the northeastern province of Ubon Ratchathani. In the first phase, electricity will be distributed using a 230 kilovolt power regulator.

According to Mr Suthat, the project is a part of a plan to buy electricity, agreed by MoU of 7,000 megawatts, in order to build stability on power production.
Thailand, with its Power Development Plan (PDP 2010), agreed to buy 20 per cent of electricity from overseas, but it has done so for only 10 per cent in its system.

RATCH managing director Noppol Milinthanggoon said Ratchaburi Electricity Generating Holding will hold 25 per cent of the shares, while SK Engineering & Construction will hold 26 per cent, Korea Western Power 25 per cent, and Lao Holding State Enterprise 24 per cent respectively.

Previously, the Xe-Pian Xe-Namnoy hydroelectric power project was the subject of an MoU by the same firms about two years ago, but the project was halted and the MoU expired due to higher production costs and the reduced use of power caused by the recent world economic crisis.

Mr Noppol said this is the fourth project in which the Lao PDR participated in investing with foreign countries. (MCOT online news)
