Parliament approves draft law to amend customs law

SANA'A, July 31 (Saba) - The
Parliament approved on Saturday a draft law to amend some articles of the customs
law No. 14
for 1990.
The amended articles stipulated that the goods entering the country by any way are
subjected to the customs duties specified in the customs tariff and to the other
prescribed
fees and taxes in accordance with the laws in force and the customs tariffs are
applied on goods of all countries, with taking into account the special provisions
in this
law.
The articles also dealt with banning entry of foreign goods that do not meet the
conditions set forth in the conventions and law for the protection of origin as
well as
the imported goods that infringe upon any rights of intellectual property subjected
to protection under international conventions, and the laws in force.
These articles also obligate the investing body in the Free Zone to submit a list
of all goods entering and exiting to the Customs Service, within 36 hours from the
moment
of entry or exit.
Moreover, the articles dealt with the composition of the customs tariff council,
which makes customs tariff policy in accordance with the provisions of this law and
the
laws in forcc, so as to serve the economic and developmental goals of the State.
The articles of the law stressed on taking into account the principles of
simplification, openness, transparency in the customs procedures and emphasized the
Customs Department
to adopt the modern techniques and advanced systems with regard to the conduct of
customs transactions.
Articles of the law obligate the Customs Department to take into account in
applying the principles of customs procedures to facilitate trade without prejudice
to the effective
control of customs.
Also the articles oblige the owners of goods to re-export the harmful or non-
conforming substances to specifications in the case these goods could not be
destructed or
if their destruction process is harmful to health and environment or others.
