SOssetia's rebuilding to continue under new plan - official.



TSKHINVAL, July 31 (Itar-Tass) - Russian Deputy Prime Minister Igor
Shuvalov said the rebuilding of South Ossetia will continue under a new
plan.
Shuvalov, who leads a Russian government delegation, made the
statement at a conference with the South Ossetian leadership on Friday.
"In the course of the conference, a decision was made to change the
method of funding given the fact that the republic's administrative system
has firmed considerably," the Russian official said.
A new inter-governmental commission will be set up to control the
rebuilding process. It will be led by the Russian regional development
minister.
"A new program to develop the South Ossetia ecnomy will become
effective from January 1, 2011, and all the works scheduled for 2010 will
be completed in cooperation with the inter-governmental commission," the
Russian deputy prime minister said.
South Ossetian President Eduard Kokoity noted the necessity to change
the mechanism of the rebuilding of the republic. "We've reviewed at the
conference the expediency of the operation of some organizations which
hamper the effective development of South Ossetia. These organizations,
including the Southern Directorate, should be restructured," Kokoity
underlined.
Shuvalov said his objective was to see how effectively the money -
allocated for rebuilding the republic - had been used, discuss further
work and the assistance the Russian government might provide in the future.

.Russia to test-launch Bulava missile on August 11-14.

MOSCOW, July 31 (Itar-Tass) - Russia plans to test its seaborne Bulava
missile on August 11-14, the first this year and the 13th since the
beginning of trials, a defense company official told reporters on Friday.
"It is planned that the 13th test of Bulava will take place in the
first half of August. The launch window will be open in the period from
August 11 to August 14," the official said.
The final decision rests with the State Commission. Tentatively, it
will make it on August 9. The official did not say which submarine would
test-fire the missile. Earlier reports said two launches of Bulava would
be performed from the Dmitry Donskoi submarine of Project 941 ("Akula").
Another launch is to be performed from the Yuri Dolgoruky submarine of
Project 955 ("Borei").
According to the press service of the Sevmash company, "earlier this
month, the Yuri Dolgoruky made a two-week run into the sea to check the
preparedness of the crew to fulfill combat assignments."
Assessing the results of the trial run, Sevmash's chief designer
Vladimir Prokofyev noted that the "plan has been fulfilled." "Some issues
require solutions in the run-up to the next cruise, which is due shortly,"
he said.
The sea borne R30 3M30 ICBM (Bulava-30), also called RSM-56 in
international treaties, is Russia's newest three-stage solid fuel rocket
designed for 4th generation submarines of Project 955 Borei.
It was designed by the Moscow Institute of Thermal Engineering. Its
range is 8,500 kilometers. The missile is capable of carrying up to ten
supersonic maneuvering re-entry vehicles with the capability to change the
course and altitude of flight.
According to the official results of the 12 Bulava tests, only five
were successful or partially successful.
The worst problem is that there a latent flaw in the missile, which
appears in a new place every time. During the pervious test in December
2009, a fault was detected in the third stage of Bulava, the Navy
headquarters said.
The Russian military are hoping the Bulava program will reach the
designated objective to make this intercontinental ballistic missile the
backbone of Russia's strategic nuclear forces in the period to 2040-2045.
