Putin to chair meeting on budget 2011, 2012 and 2013.



MOSCOW, July 29 (Itar-Tass) -- The project of Russia's budget policies
and the basic characteristics of the federal budget for 2011 and for the
periods of 2012 and 2013 will be discussed at a governmental meeting
chaired by Prime Minister Vladimir Putin on Thursday.
Over 2011, the budget deficit is expected to make 3.6 percent of the
GDP, in 2012 - 3.1, and in 2013 - 2.9 percent of the GDP, Russia's Deputy
Prime Minister and Minister of Finance Alexei Kudrin said following a
meeting of a governmental committee on budget projects.
"We shall reduce the budget deficit from the crisis 5.9 percent to 2.9
percent of the GDP," he said.
Over 2011, the deficit will be covered by 242 billion roubles from the
reserve fund and by five billion roubles from the national welfare fund,
he said.
Budget revenues in 2011 will make 17.4 percent of the GDP, in 2012 -
16.5 percent, and in 2013 - 16.1 percent, while expenses will make in 2011
- 20.9 percent of the GDP, in 2012 - 19.6 percent and in 2013 - 19
percent, Kudrin said.
Russia's borrowings surplus in 2011 will make 1,425 billion roubles,
net borrowings will make 1,918 billion roubles, and settlements - 493
billion roubles, he said.
Revenues from privatisation of the state property will make 298
billion roubles in 2011, in 2012 - 276 billion roubles, and in 2013 - 309
billion roubles.


.National Projects Council to discuss innovation technologies.

MOSCOW, July 29 (Itar-Tass) -- Russia's President Dmitry Medvedev will
chair a meeting of the National Projects and Demographic Policies' Council
on Thursday.
The meeting will unite two key topics - investments in "human
resources" and modernisation.
The title of the meeting is Implementation of innovation technologies,
programmes to raise energy effectiveness and energy saving in 2011-2013
national projects. There are four national projects in Russia - Health,
Education, Affordable and Comfortable Housing, and Development of
Agriculture.
Earlier, Medvedev said that "new technologies are not games for
eggheads."
"With new technologies it becomes possible to lower costs, raise
revenues, have better working conditions and ecology, and, as a result, to
raise the welfare level of our citizens and their social guarantees," he
said.
Energy effectiveness in all sectors should grow by 20 percent by 2020,
Medvedev said.
Russia's Ministry of Regional Development tests pilot projects in
energy effectiveness, to be further on used throughout the country. One of
the projects is called Energy Effective City. Its aim is to raise energy
effectiveness in housing and to save energy resources by 20-30 percent.
The project is tested in Tyumen, Apatity, Vorkuta and Kazan cities.
Energy Effective Social Space is another project. It is supervised by
ministries of science and healthcare. Pilot projects in schools /in six
regions/ and in medical institutions /in three regions/ are aimed at
lowering energy consumption by 20-30 percent.
These and other projects will on the agenda of the Council's meeting
in Sochi on Thursday.
The National Projects and Demographic Policies' Council is supervised
by Russia's president. Its aim is to coordinate federal, regional and
municipal authorities, civil, scientific and other organisations in
discussions of the national projects. The main task of the Council is to
present detailed programmes to the president and to discuss their concept
and implementation.
The Council is headed by the president, Prime Minister Vladimir Putin
is his deputy in the Council. Ministers, governors, parliamentarians,
scientists and businesses are members of the Council, which has its
meetings at least every six months. The latest meeting was organised in
January.


.Russia - Country of Sports international forum opens in Moscow.

MOSCOW, July 29 (Itar-Tass) -- Russia - Country of Sports
international forum opens in Moscow on Thursday.
The first forum on 22 - 25 October, 2009 was organised by Russia's
president. It was held in Kazan following the decision that Russia will
host the XXVII International Summer World Student Games in 2013, and later
on it got a status of an international event.
This year's forum will be held from July 29 through to August 1 in
Moscow. It will be devoted to the 30th anniversary of the XXII Summer
Olympic Games of 1980, which were organised in Moscow.
The purpose of the forum is to promote physical culture and sports,
and international cooperation in sports.
The forum will feature ten conferences and nine round tables.
Participants will discuss development of sports in Russia, doping control
procedures, use of information and digital technologies, and the
development of basic Olympic principles and values.
On July 30, Russia's presidential Council on physical culture and
sports will have its meeting.
The forum's programme includes award ceremonies in nine nominations:
Pride of Russia, Hope of Russia, For Sports Achievements, Sports
Solidarity, Region of Russia, Epoch in Sports, Overcoming, Sports
Parnassus, Sports Facility of Russia.
Participants in the forum will watch a performance devoted to the 30th
anniversary of the XXII Summer Olympic Games of 1980, called Russia:
Moscow-1980 - Sochi-2014.
International festival of sports films, international exhibitions
Modern Sports: innovations and future, Sports literature, media and
multimedia, historical reconstruction Moscow of the 1980s - will make the
forum's programme along with many sports competitions to involve over
6,000 athletes. Prize winners and champions of the 1980 Games are expected
to come to Moscow for the forum.
Among the participants in the forum there will be 21 leaders of
international sports federations, associations and civil organisations,
members of the International Olympic Committee and national Olympic
committees from various countries /68 delegates/.
Delegations from Russia's all constituent territories will take part
in the event, where 25 delegations will be headed by regional leaders.
Over 3,000 are expected to take part in the forum events.
