Accidents on water are increasing - EMERCOM.

MOSCOW, July 29 (Itar-Tass) -- Russia's Ministry of Emergency
Situations and Disaster Relief /EMERCOM/ reports that the number of
victims on the water is growing in the country.
"The situation proves that the number of people who died in the water
over the past month is growing, and the heat wave is the main reason
here," head of the EMERCOM's State Inspection Vadim Seryogin said.
"Over the past week 373 people sank, which makes almost 3,000 from the
beginning of the current year, or by 400 fewer against the previous year,
which is still too high" he said. "The situation we see now makes us
worry."
"This year, there are only about 3,000 beaches in the country, while
in 2008, there were about 4,000 beaches," he said.
Russia's legislation says that municipal authorities are responsible
for beaches in their territories.
"Over the previous week 150 new beaches were opened," he said.
The inspection will continue to patrol beaches to the end of the beach
season.
