Russia, Kyrgyzstan not agree on second Russian base yet

BISHKEK, July 23 (Itar-Tass) -- Russia and Kyrgyzstan have not agreed
on opening a second Russian military base in the country yet, Russian
State Secretary and Deputy Foreign Minister Grigory Karasin said here on
Friday.
"It is early to speak about it, this opportunity was discussed with
the Kyrgyz previous leadership, but no agreement has been reached yet," he
said. Meanwhile, he did not rule out an opportunity to resume the
negotiations on this issue between all parties concerned. "If the security
situation requires this and Russia or the member-countries of the
Collective Security Treaty Organization (CSTO) make corresponding
proposals that is more logic such security guarantees may be provided,"
Karasin pointed out. Meanwhile, he noted that Russia is interested in
stability in Kyrgyzstan.
The issue to open a CSTO training center in southern Kyrgyzstan was
raised for the first time at the CSTO summit in July 2009. However, the
countries stopped the negotiations on this issue later.
