Lavrov to attend ASEAN regional security forum.

HANOI, July 23 (Itar-Tass) -- Russian Foreign Minister Sergei Lavrov will participate on Friday in the 17th session of the ASEAN Regional Forum (ARF) for security in Vietnam.

The agenda includes "issues of the formation of regional architecture
in Asia and the Pacific Rim, an exchange of opinions on vital
international problems," the Russian foreign ministry said adding it views
ARF as "an efficient dialogue platform for multilateral cooperation on
such guidelines, as non-proliferation and disarmament, emergency reaction,
the fight against terrorism, sea piracy and other types of transnational
crime."
The alarming situation on the Korean Peninsula following the sinking
of South Korean Cheonan warship is expected to highlight the discussion.
Seoul wants ARF to "energetically condemn" the incident. North Korean
Foreign Minister Park Ui-Chun will attend the forum after a two-year break
and analysts believe that will provide a possibility to discuss the
resumption of six-party talks.
Diplomatic sources believe Pyongyang will confirm readiness to return
to six-party talks and will thus try to neutralize the joint efforts of
Seoul, Washington, and Tokyo mounted against it in connection with the
sinking of the warship.

.ASEAN ministers okay draft document for Vietnam summit.

MOSCOW, July 23 (Itar-Tass) -- ASEAN foreign ministers approved the
draft of the final document of the Russia-ASEAN summit to be held in
Vietnam in October, the Russian foreign ministry said on Thursday
commenting the results of the annual Russia-ASEAN ministerial meeting.
"The main topic of the meeting was preparation of the upcoming second
Russia-ASEAN summit to be held in Vietnam in October," the ministry said.
"The ministers approved in principle the draft of its final document -
a joint statement of leaders which reflects common approaches of the
parties to the formation of security architecture in Asia and the Pacific
Rim and determines the guidelines for Russia-ASEAN dialogue."
"The foreign ministers discussed the state and prospects of
Russia-ASEAN interaction and focused on the implementation of concrete
projects in such priority guidelines, as energy, science and technologies,
emergency reaction, and tourism. The exchange of opinions confirmed the
unchangeable intention of both parties to actively develop partnership
dialogue between Russia and ASEAN," the ministry said.

.Russia, Bulgaria continue oil pipeline talks.

SOFIA 23 (Itar-Tass) -- Bulgaria and Russia continue to work on the
Burgas-Alexandroupolis oil pipeline project which is to bypass strained
Turkish straits.
Trans Balkan Pipeline Company CEO Vladislav Yemelyanov told Tass after
a meeting with Bulgarian Deputy Prime Minister and Finance Minister Simeon
Dyankov on Thursday the talks focused on project financing and
environmental protection.
He said his company is well aware of Bulgarian environmental concerns
and "all the efforts are targeted to resolve the problem."
Yemelyanov specified his company is carrying out additional research
upon requests of Bulgaria and Greece and hopes to provide the necessary
documents relating to the pipeline impact on the environment in September.
"Our presence will inflict no damage either to the environment or the
social life of the region," Yemelyanov said adding the pipeline will bring
major economic dividends to Bulgaria.
"It is difficult to name the concrete amount today, but experts
estimate each invested euro would yield at least three euros of profit in
the coming years," he said.
Yemelyanov added the Burgas-Alexandroupolis project is highly ready,
the feasibility study has been practically completed as well as the
environmental impact report. He hopes the project will be implemented in
2015.
Talks about building an oil pipeline that would bring Russian crude to
the Mediterranean via Bulgaria and Greece began in 1994. The construction
of the Bulgarian section is estimated at one billion euro. The 300-km long
pipeline will have a carrying capacity from 35 to 60 million tons of crude
a year and will decrease the cost of Russian oil transportation.
