Intl investigation of events in Kyrgyzstan to start in August.

BISHKEK, July 22 (Itar-Tass) - An international commission on
investigating the tragic events in Kyrgyzstan's south will start its work
already in August, said special representative of the OSCE Parliamentary
Assembly for Central Asia Kimmo Kiljunen here on Thursday.
According to him, President of the transition period in Kyrgyzstan
Roza Otunbayeva suggested organising work of this international commission
at their talks.
"I presented Otunbayeva my plan on work of this commission, whose aim
is to investigate all facts, connected with the events, that triggered off
the eruption of violence," he said. The representative also noted, the
commission's task is to expose reasons for the tragedy and to establish
real facts.
In Kiljunen's words, it is unknown so far the representatives of which
international organisations will be on the international commission.
Earlier, the OSCE, the European Union and the UN expressed their interest
in the commission's work. "We have already addressed the CIS with a
proposal to participate in the commission's work and, to my mind, there is
principled readiness on cooperation in this sphere," the representative
emphasised.
He also assured that the international commission will include
experts, well acquainted with the problem in this region, "but local
experts will not be invited". He assured at the same time, the
international commission plans to cooperate closely in its investigation
with another commission, set up by Kyrgyzstan on studying circumstances
that prodded the tragic events.
The OSCE representative noted, the international commission plans to
complete its work next December and to submit at the same time a report on
the work done, which will contain recommendations on "how to stave off
such events in the future and how to achieve the reconciliation of the
sides".
As a result of rioting in Kyrgyzstan's south last June, more than 330
people were killed and around 2,300 wounded. The state of emergency and
the curfew will operate in the conflict zone till August 10.
