NEW CONCEPT OF NATIONAL SECURITY APPROVED
Ulaanbaatar, Mongolia, /MONTSAME/ A plenary session of the State Great Khural approved July 15 a new wording of the Concept of National Security (CNS)--the basic document of national security of Mongolia.
The first CNS was passed by parliament in 1994. This concept strengthened views of the latest Constitution of Mongolia and declared for the first time the ideal of supremacy of basic national interests in policies. It also established a basis of forming the complex view of the national security, and has become the vital leverage of the state policy to realize the national security.
In recent years, the external and internal environments of the national security of Mongolia have rapidly changed, while essence and sources of threats have become multifaceted and complicated. Big changes have emerged in the relations and balance of power among big powers that are the main factors to determine the world order. Furthermore, the competitiveness has intensified in political, economic and military sectors, and untraditional and new threats have emerged on international arena.
Considerable changes have appeared here as well. The country is facing thus many new issues--refining upon skills of state structure and governance, ensuring economic security, providing people with conditions of living healthy and safe, and protecting the environment, traditions and custom.
The draft new wording of the CNS was drawn up by a working group consisting of 61 people who represent related government organizations and research institutes, scholars and senior government figures, in accordance with a decree of the President. The group established November 2009 developed the draft within eight months and has submitted it to parliament.
In connection with renewing the CNS, other important documents of security and foreign policy sectors such as the Military Doctrine, the Concept of Foreign Policy, the law on national security, and the law on national Security Council will be renewed.
