SPEAKER AT CLOSING MEETING OF SPRING SESSION

Ulaanbaatar, Mongolia, /MONTSAME/ A regular spring session of the State Great Khural of 2010 took a two-month break on Friday, July 16.
A closed meeting of the session was held that day to discuss and approve a draft resolution on approving the Concept of National Security. Then the MPs "opened" the doors and considered the 4th conclusion from the Constitutional Court and made a related decision.
At the closing meeting, the Speaker D.Demberel noted that 67 per cent of matters of agendas were completed. The spring session discussed and approved 130 draft laws and decisions. The biggest decisions were made on approving the “New great construction” and “Mongolian livestock” national programs and policies on railways and exploitation of the Tavan tolgoi coal deposit. In accordance with them, the government is to construct 1,100 km railways within 2012, run paved roads in Ulaanbaatar, supply centers of aimags and other settlements with electric lines, reduce smoke in the city. All these works require MNT 2-3 trillion.
The government also intends, he said, to increase the coal mining having it reach 20-30 million tons a year. After it, a big coal mine equipped with the latest facilities, processing factories, apartments and social and cultural complexes will be established. A legal basis has been founded for national companies to make investments to the Tavan tolgoi deposit and to hold stocks of the deposit, he said.
“A mechanism has been created to deliver benefits to citizens from the income of strategic deposit in accordance with the law on Human Development Fund. This time we intend to make a decision regarding the Tavan tolgoi deposit for delivering 10 per cent of all stocks to each of citizens,” Demberel said. “As parliament considers, a solution of constructing copper-smelting factory has been an important decision in boosting the mining production,” he added.
The Speaker mentioned that parliament approved the “Mongolian livestock” program with aims to make livestock healthy, to improve livestock breeds, and to process raw materials of livestock.
The State Great Khural and government made a clarification in the budget to increase salaries of state servants and pensions by 30 per cent from October 1, 2010, and took an additional measure on pensions and allowances for retired servicemen.
The session also approved the law on ensuring the stability of budget. In accordance with it, MNT 24 billion is reflected in the budget to place for every soum some MNT 70 million in its development fund. It is possible to increase the size of money to the soums' fund by the next year's budget, as MPs consider.
The Speaker underlined that parliament and government both are facing many negative consequences due to inconvenient allocation of social wealth, corruption and unfairness, and that MPs should show high responsibility and initiatives. “We intend to approve a law on parliamentary elections, for various frauds and defective aspects of controls and responsibility system must be abolished,” Demberel stressed.
