Construction of major polyvinyl chloride factory to begin in Volga area.


NIZHNY NOVGOROD, July 12 (Itar-Tass) - Construction of a
Russian-Belgian joint-venture enterprise for the manufacturing of
polyvinychloride begins in the Nizhny Novgorod region Monday.
It is expected that Belgian Prime Minister Yves Leterme will attend
the ceremony where the foundation stone of the factory is to be laid.
The construction works will be carried out by the company RusVinyl
that is run on parity grounds by the Russian company Sibur Holding and the
corporation Solvive where the Gelgian company Solvay has 75%, while the
German corporation BASF has 25%.
"Investment in the Nizhny Novgorod project will stand at around 40
billion rubles," the regional minister for investment policies, Dmitry
Svatkovsky told reporters.
He indicated that the factory will have a big enough output capacity
for producing 330,000 tons of polyvinyl chloride and 235,000 tons of
sodium hydrate.
The factory is expected to come on stream in 2013.
The project will create 435 new jobs with an average wage of 70,000
rubles a month.
The factory is supposed to pay about a billion rubles in taxes to the
consolidated budget of the Nizhny Novgorod region while the investment
agreement is in effect and 351 million rubles after the term of
effectuation expires.
The European community endorsed the project May 19, 2008. On that day,
the European Commission issued endorsement to the setting up of a joint
venture by Sibur and Solvay.
The JV then received the status of a preferential regional project
enjoying privileged taxation patterns. The federal government included it
in the strategy of chemical and petrochemical industries development
through to 2015.
Sibur, which stands for the Siberian-Urals company, is Russia's
largest petrochemical corporation. Its controlling stake belongs to the
natural gas giant Gazprom.
Polyvinyl chloride is one of the least expensive large-capacity
polymeric substances. It is broadly used in the automobile industry, as
well as in the manufacturing of plastic packings.

.Russia's Medvedev to address conf with ambassadors, reps.

MOSCOW, July 12 (Itar-Tass) - Russian President Dmitry Medvedev is
expected to address the opening of a conference with Russian ambassadors
and permanent representatives to international organization that begins in
Moscow Monday.
The conference is hosted by the Russian Foreign Ministry.
Medvedev who determines the vectors of the country's foreign policy
under provisions of the national Constitution will have the second meeting
of this kind with the broadly represented corps of diplomats.
When he addressed the previous conference two years ago, he put
forward the task for the Russian diplomatic workers to defend the national
interests in the economy and in security.
The motto of the current conference is the diplomats' assistance to
this country's comprehensive modernization. As the country is getting
modernized, its policy becomes more and more open and that is why Medvedev
will most likely focus his speech on global tasks and key priorities the
Russian policy is faced with in the international arena.
Along with this, considering the breakthrough decisions that Russia
made last year with the aid of its diplomats in relations with countries
of the CIS and the "near abroad", it is not ruled out that Medvedev will
mention the importance of continued efforts towards integration.
Officials at the Foreign Ministry also expect that Medvedev may raise
a number of regional and global problems.
"The President's speech will be the main item at the conference,"
First Deputy Minister Andrei Denisov told Itar-Tass.
"From the angle of view of common approaches, Russia has a
consolidated foreign policy even though certain priorities exist," he
said. "It's important for us today use the well-tested techniques only and
to look for new solutions. This vector has always existed in relations
with the CIS and it remains unchanged today, too.
