Turnout at polls to Japan upper chamber higher than 3 years ago.

TOKYO, July 11 (Itar-Tass) - The Sunday elections to the Japanese
parliament upper chamber are more active than three years ago.
According to data of Japanese authorities, 27.81 percent of voters
already went to the polls over seven hours of work of polling stations
that opened at 07.00. This is slightly more than at the previous polls to
the same chamber in 2007.
The voting was delayed by foul weather in several southern Japanese
districts. For instance polling stations opened 10 to 60 minutes later on
Tsushima Island, Nagasaki prefecture. Members of election commissions
could not open doors of polling stations, since roads to them turned to be
under water because of a torrential rain. However, authorities note that
the elections are passing without special problems on the whole.
