Putin to discuss national priority projects in Tambov.
MOSCOW, July 2 (Itar-Tass) -- Prime Minister Vladimir Putin on Friday will make a working trip to Tambov region in central Russia to discuss national priority projects and demographic policy, the government press service said.
"Participants in the meeting will discuss the implementation of
national projects in the spheres of agriculture, education, healthcare,
and housing policy. They will outline further implementation efforts and
basic financial parameters for the period of 2011-2013," the press service
said.
Tambov regional administration said Putin will visit a dairy farm, an
exhibition of locally produced agricultural machinery, and a new
residential settlement where 423 low-rise houses will be built.
"The global financial crisis did not affect Tambov region considerably
and in 2009 no social program has been curtailed," the administration said.
Putin will be accompanied by First Deputy Prime Minister Viktor
Zubkov, Deputy Prime Minister Alexander Zhukov, Minister of Healthcare and
Social Development Tatyana Golikova, Minister of Agriculture Yelena
Skrynnik, and Minister of Education and Science Andrei Fursenko.

MOSCOW, July 2 (Itar-Tass) -- Russia proposed to change the approach
to aid provision to poor countries, according to Deputy Foreign Minister
Alexander Yakovenko, who addressed a development forum of the UN Economic
and Social Council (ECOSOS).
"Major volumes of aid continue to go to countries with a relatively
small number of poor people and within the countries the aid does not
often reach vulnerable regions and the poorest groups of the population,"
he said.
"Many donors do not have a clear and transparent system of aid
distribution by country, the problem of the so-called 'donor favorites'
and "donor orphans' remains. As a result, the basis for the implementation
of aid programs is undermined," Yakovenko said.
"Most of Russian official aid for development is provided as voluntary
contributions through multilateral channels, including the United Nations
and the World Bank. Therefore, over 75 percent of Russian aid is qualified
as unbound assistance (credits and grants that can be fully and freely
used by the beneficiary to finance purchases of goods and services
practically in any country of the world)."
Yakovenko said the main aim was "to promote the use of industry and
direct budget financing. In 2009 the volume of budget financing provided
by the Russian Federation exceeded 150 million dollars. We plan to
continue increasing the amount of budget support where it is possible and
where the necessary preconditions exist."
.Five Russians to stand trial for killing Indian student.
ST. PETERSBURG, July 2 (Itar-Tass) -- Five young residents of St.
Petersburg will stand trial for killing an Indian student in 2006 in a
hate crime, the investigation committee of the second biggest Russian city
said on Thursday adding the case has been forwarded to court.
Singh Kumar, a 27-year old student of the Mechnikov Academy in St.
Petersburg, was lethally wounded on September 24, 2006 in the center of
the city on his way to the dormitory.
Eye witnesses said the student was attacked by several young people
who stabbed him four times. Kumar died on the way to hospital.
Investigators said seven people attacked the Indian student. One of
them has died and another is wanted. The remaining five have been charged
with committing a hate crime and can face up to 20 years in prison.
One of the accused has been also charged with public extremist calls
contained in his musical compositions and can get up to five years in jail
for that.
.Moscow authorities promise to ease traffic jam to airport.
MOSCOW, July 2 (Itar-Tass) -- Moscow authorities said on Thursday they
would ease long-hour traffic jam on the way to Sheremetyevo International
Airport and denied accusations of a foul play to redirect the passenger
flow to the rival airport of Vnukovo owned by the Moscow government.
Traffic is often bad on Leningrad Highway, but this week the jam
became so long that even Prime Minister Vladimir Putin had to interfere.
"It is impossible to reach Sheremetyevo, people are complaining," he
said and told his deputy Sergei Ivanov to contact the Moscow government
and address the problem.
Road travel from Moscow to Sheremetyevo currently takes four-five
hours after repair work began on a highway bridge over a busy railroad.
Only one lane out of three is operating in each direction. The speed
reduced to three kilometers per hour.
First deputy Moscow Mayor Yuri Biryukov said two lanes will be open in
each direction however repair work will last one month longer and will be
over by November.
Aeroflot, the flagship national carrier which has its hub at
Sheremetyevo, said it lost 700,000 euros in a single day and 1,300
passengers missed the flights.
Sheremetyevo airport Director General Mikhail Vasilenko claimed Moscow
authorities organized the transport collapse intentionally as a new
terminal is opening this week in Vnukovo airport.
The Moscow mayor's office described the allegations as "incorrect and
unfounded." It said repair works on the 50-year old bridge have been
agreed with supervising authorities and the railway.
A new ten-lane high-speed highway built by the Moscow government
connects the capital with Vnukovo airport and is free of traffic jams.
High-speed trains link Moscow with both airports - Sheremetyevo and
Vnukovo.
