TORONTO, June 28 (Itar-Tass) -- Russian President Dmitry Medvedev
preferred not to give assessments to a referendum in Kyrgyzstan. "Let's
wait for confirmation that the referendum is recognized valid," he said.
On the one hand, the referendum - "it is quite good," on the other
hand, "it is a very difficult question how to rule better Kyrgyzstan now,"
Medvedev noted.
"This is an internal affair of Kyrgyzstan, but since there is a lack
of power to establish order there I cannot figure out how a parliamentary
republic model will work in Kyrgyzstan, whether this will not turn into a
series of reshuffles in the parliament, endless transfer of powers from
one hands to the others and finally the coming to power of extremist
groups," noted. "There is a scope of opportunities now up to the collapse
of the state," the president said.
"Let's wait and see what will come of it," Medvedev said about the
referendum.
.Russia calls for global struggle against drug trafficking-Medvedev.
TORONTO, June 28 (Itar-Tass) -- Russia calls for more efforts in the
struggle with drug trafficking on the global scale rather than in separate
regions.
"It was proposed to continue this work just on the global scale,"
Medvedev said. "I had to underscore that some drug flows are primarily
curbed, while other flows remain in the shadow," he noted. Specifically,
the G-8 and G-20 summits highlighted the drug trafficking problem from
Latin America, but Afghanistan and Asia were almost not mentioned.
"Alongside, we are exposing drug supplies from Latin America in our
country that means that we should fight together and to develop global
programs," he believes. "It is necessary to deal with the whole problem
rather than Afghanistan, Colombia or something else," Medvedev underlined.
.Global efforts to overcome crisis aftermath should be continued.
TORONTO, June 28 (Itar-Tass) -- Russian President Dmitry Medvedev
believes that global efforts to overcome the aftermath of the financial
crisis and to reform the world financial system should be continued.
"We have done a greater part of work, but we should not stop at what
had been achieved, the reform should be continued," the president noted.
He recalled that there "was a slight panic, a bad mood" at the first G-20
summit, but currently "all observe a gradual economic growth in the world,
the tendencies, which are certainly fragile, but are obvious."
Medvedev noted the most important decisions taken at the G-20 summit.
Specifically, he noted that the G-20 Summit Communique set a deadline for
launching fiscal consolidation, the deadlines for reducing twice the
budget deficit by 2013 and the stabilization of the state debt level by
2016. Alongside, Medvedev recalled about the decision to redistribute the
World Bank quotas, the intention to finalize the redistribution of the IMF
quotas and some other decisions.
.Russia ready to enact law against sea oil pollution - Medvedev.
TORONTO, June 28 (Itar-Tass) -- Russia is ready to enact a law against
sea oil pollution. Thus, Russia intends to set an example of laying a new
legal basis for preventing the aftermath of such man-made catastrophes as
the oil disaster in the Gulf of Mexico.
"In this respect, Russia is ready to pass to the State Duma a bill on
sea protection against oil pollution," Medvedev noted.
The G-20 summit discussed an initiative to create international
procedures to eliminate the aftermath of similar disasters, he said.
Medvedev emphasized that that the major problem is the lack of a global
legal basis in this issue.
"To prevent such consequences it is sensible to lay a new
international legal basis," he underlined. These measures may envisage the
creation of a special fund or risk insurance solutions, the president
underlined. "We agreed and instructed experts to work out this issue and
report on the results at a G-20 summit in Seoul," Medvedev stressed.
.New reserve currencies are matter of quite near future - Medvedev.

a quite near future, Russian President Dmitry Medvedev said.
"It is senseless to set any deadlines for creating new reserve
currencies, it is necessary to see what will be achieved," he stated.
"When they appear is a matter, I think, of a quite near future," the
president assumed.
"We will work on this simultaneously with the creation of an
international financial center in Russia," Medvedev said. "Currently it is
already not exotic, it is a quite feasible idea," he added.
Medvedev recalled that at the start of the world financial crisis this
issue "was misunderstood." However, now when euro is experiencing some
problems, the need for reserve currencies became more evident. "Now no one
comes out against this idea," he underlined.
