Kyrgyz Interim govt says it will not let another mass conflict.

BISHKEK, June 21 (Itar-Tass) - The Kyrgyz Interim government will not
let another conflict flare up in the country, Rosa Otunbayeva, president
of the country in a transitional period, declared during a visit to the
Jalal- Abad region on Monday.
Mass riots that flared up in the Jalal-Abad region on June 12 worsened
by a series of murders, arsons and other violent acts triggered mass
exodus of refugees, whose number according to various estimates varies
from 40,000 to 700.000.
Rosa Otunbayeva declared at a meeting with the residents of
Jalal-Abad that the Kyrgyz authorities were making efforts to stabilize
the situation in areas where mass disturbances took place, the press
service of the Interim administration said. A thorough investigation into
causes of the tragic events will be made and organizers of mass
disturbances will be identified, Otunbayeva promised.
One of the reasons that provoked mass disturbances was inertness of
police that were absolutely demoralized after April 7 (observed as Day of
people's uprising), Otunbayeva said. Despite the tragic events Otunbayeva
called on the population of the Jalal- Abad region to take part in a
referendum on amendments to the constitution scheduled for June 27.
Mass disturbances in the city of Osh in the south of Kyrgyzstan and
the adjoining regions flared up overnight to June 11. A state of emergency
and curfew were imposed in the conflict area. Reinforcements from the
Kyrgyz Interior and defense ministry troops and volunteers were sent to
the south of the country. Optional mobilization was declared in
Kyrgyzstan, but the Interim administration has declared now that no more
reservists are needed.
Official data put the death toll in Kyrgyzstan at 208, around 2,100
people hurt in the clashes asked for medical assistance.
