Medvedev, Sarkozy to 'synchronize watches' on key problems-Kremlin.

ST. PETERSBURG, June 19 (Itar-Tass) -- Russian President Dmitry
Medvedev and his French counterpart Sarkozy are to meet on Saturday for talks on key international issues, including those in the sphere of European security, a Kremlin official told Itar-Tass.

The two heads of state will exchange views on the most topical and
pressing issues on the international agenda, he said.
"On the eve of the G8 and G20 summits in Canada on June 25-27, and in
view of the forthcoming French presidency of the G8 in 2011 both summits
"will address a wide range of issues pertaining to the coordination of
international efforts to reform the international financial architecture
in the context of the ongoing global financial and economic crisis," he
said.
"The two presidents will "synchronize watches" regarding ways of
strengthening European security in the context of the Russian initiative
for the conclusion of the Treaty on European Security and the French
leader's idea on the establishment of a common economic and security space
of the EU, Turkey, Russia and Ukraine, the Kremlin official said.
"The sides will discuss the current status of and outlook for
relations between Russia and the EU, with an emphasis on the theme of
partnership for modernization and the introduction of a visa-free regimen
in the light of the Russia-EU summit in Rostov-on-Don on May 31, as well
as progress in the development of a new strategic concept of NATO, the
Middle East and the Iranian nuclear program," he added.

.Russia, France to sign agreements after Medvedev-Sarkozy talks.

ST. PETERSBURG, June 19 (Itar-Tass) -- Russia and France on Saturday
will ink a number of documents on cooperation in oil and gas, aerospace
and transport industries. The signing will take place after talks between
Russian President Dmitry Medvedev and Nicolas Sarkozy. Both leaders will
be present at the ceremony.
"In the presence of the leaders of Russia and France several bilateral
documents are to be signed, including a memorandum between Gazprom, ENI,
and EDF on the joint development of the offshore stretch of the South
Stream gas pipeline project, a new contract between Roscosmos and
Arianespace for the purchase of an additional batch of launch vehicles
Soyuz for the Guiana Space Center, a joint declaration by the railways of
France and Russia on cooperation in the field of international passenger
transport and others," a source in the Kremlin told Itar-Tass.
He also said the presidents were going to "discuss the prospects of
relations between Russia and France, especially those in the sphere of
trading and economic relations and partnership for the sake of
modernization."
"In focus there will be issues of Russian-French investment
cooperation and interaction in high-tech sectors: energy efficiency and
conservation, aircraft building and automotive industries, nuclear power,
medicine, nano- and biotechnologies. Also, the two men will touch upon
prospects for partnership in the humanitarian sphere, cooperation in the
field of labor and scientific activities, education and culture," he said.
The Russian and French presidents also intend to meet with
representatives of both countries' businesses.
"This is going to be an informal meeting, and the discussion will
revolve around the implementation of the most significant joint projects
and the outlook for further cooperation by the leading companies of Russia
and France," the Kremlin official said. "Particular attention will be paid
to ways of overcoming difficulties that might hinder economic cooperation
and complicate the process of doing business, as well as to the
development of cross-capitalization," he said.
Besides, Medvedev intends to brief Sarkozy on the way he sees the
economic problems in the EU. He declared this intention of his an
interview with The Wall Street Journal.
"I hope that I shall have a chance to discuss this theme with another
counterpart of mine, with Nicolas Sarkozy, who will arrive here for the
St. Petersburg Economic Forum," the Russian leader said, adding that with
Germany's Chancellor Angela Merkel he discussed the subject for several
hours.
"I believe one should advocate a pragmatic position," Medvedev said.
"One cannot afford the luxury of shaking loose the economies, one cannot
blindly provide support in a situation where there is nothing to save. One
must proceed from sober considerations, but at the same time all
reasonable measures to support a number of weak economies in order to save
the general idea - and it is the common European market and common
supranational currency, the euro that I have in mind - must be taken
jointly," he said. "One should not see these things as an either-or
dilemma, but, of course, open-ended solidarity and assistance that does
not work may prove a very dangerous path. It may ultimately lead to
ruining everything, even the European Union, and to create the so
well-known problems with the solvency of countries that are currently not
under attack," Medvedev added. "Therefore, there must be a golden mean
somewhere."
The Russian president noted that one of the problems on the agenda was
that of the mechanisms that may encourage weakening economies to exercise
tough economic policies.
"This is precisely the conflict between stability and solidarity,
because implementing the recommendations, even the smartest ones, that
other countries or the European Commission might issue, is very difficult,
especially at a time when there are hundreds of thousands on the streets
demanding the dissolution of parliament and the overthrow of the
government for failing to cope with the threats that have arisen," said
Medvedev. "For that reason the success of a common policy for overcoming
the crisis that arose some time ago in the economy of the EU will depend
entirely on how consistent the governments of countries with weakening
economies are in implementing these economic measures," he said.
"Actually, all this is very worrisome, because, of course, it may be
perceived as a second wave of the crisis, which emerged in late 2008,"
said Medvedev.
At the same time, he called for preparing a "strategy of exit" from
the global financial crisis.
"How prepared for this our economies really are is a different
matter," he said. "But the way I see it, time is ripe for discussing the
"exit strategy", because otherwise we will just warm up the appetites but
never get the final result."
