VIENNA, June 15 (Itar-Tass) - Russia does not intend now to dispatch
peacekeepers to Kyrgyzstan to settle the situation in the country's south,
said here on Tuesday Russian permanent representative to the OSCE Anvar
Azimov at a special meeting of the OSCE Permanent Council.
"We believe that such a move would be unjustified, since this is a
domestic conflict," he explained. "We dispatched only an additional
contingent of the Defence Ministry to Kyrgyzstan to ensure security of
families of Russian servicemen and Russian facilities there."
"Kyrgyzstan is our ally and close partner," the representative
continued. "Russia is sincerely interested that the stage of domestic
upheavals should pass at the earliest there, and the republic can settle
tasks on forming modern power, capable of coping efficiently with very
difficult problems of social and economic development.
"We believe that under the present difficult situation, it is
necessary to restore law and order as soon as possible, to stop the
inter-ethnic conflict, entailing the loss of life and to settle
humanitarian tasks, connected with this tragedy."
The representative reported that the Collective Security Treaty
Organisation (CSTO) and the Shanghai Cooperation Organisation (SCO), to
which Kyrgyzstan is a member, "quickly responded to the squall of the
crisis" in the country's southern areas.
To ensure legitimate development of state institutes, SCO members will
send an observer mission to Kyrgyzstan for the referendum on a new
constitution to be held on June 27. The CSTO also discusses possible
measures on rendering additional assistance to stabilise the situation in
Kyrgyzstan.
"As a nation," Azimov continued, "Russia renders various humanitarian
aid to Kyrgyz population, including deliveries of medicines and assists in
evacuating the injured. Russia is also resolving tasks on meeting
agricultural requirements and prepares to examine the question on granting
easy-term credits."
In the representative's words, the Russian leadership is in constant
contact with the Kyrgyz interim government as well as with heads of
neighbouring Central Asian states. Vladimir Rushailo, the Russian
president's special representative for developing relations with
Kyrgyzstan, arrived in Bishkek on Monday.
