DP'S FACTION MEETS

Ulaanbaatar, Mongolia, /MONTSAME/ Head of the Democratic Party's faction at the State Great Khural Ch.Saikhanbileg spoke about their faction's meeting. It considered a draft amendment to the law on budget of 2010 and issues of budget clarification.
A proposal and conclusion were discussed on the budget clarification matter released by a working group, established at the Speaker's order. The proposal and conclusion were accepted by the faction.
The faction discussed a question of decreasing a number of state servants by 7,000 which is aimed to save the budgetary money. The gathered agreed to alter this matter "because it has a wrong approach". "Despite receiving large amounts of the capital, which is growing year by year, the sectors of health and education, in which most of the state servants work, show no progress in their work. We think that, instead of having parliament or government fire people, it is necessary to give more power to general managers of the budget and to budgetary managers, to improve a management of the budgetary money for staffers and to determine a policy on encouraging good workers," Saikhanbileg said.
The next discussion was dedicated to issue of money for children. "In frames of the budget clarification this question might be decided, for example, by issuing some money from MNT 190 billion which belong to the "Smoke-free Ulaanbaatar" program. Every child under 18 years will be given MNT 20 thousand until 2010 then," he said.
After this the MPs' focus went to new wording of the law on social welfare, issues of targeted allowance for families. They are to be considered again at the next meeting, he said.
Final agenda was draft package laws on the State Great Khural. The faction's members agreed that before discussing it they must take into consideration a law on parliamentary elections.
