.Two policemen killed in N Caucasus region by gunmen.
MAKHACHKALA, June 13 (Itar-Tass) - An attack by gunmen at a road
police post on the outskirts of Derbent, a city in the North Caucasus
region of Dagestan, has left two policemen dead and one more policeman,
wounded.
"At 00:30 Sunday, unknown gunmen opened fire from submachine-guns at
the southern post of the road police at the entrance to Derbent, after
which they made a getaway," a source at the Dagestani Interior Ministry
told Itar-Tass.
An interception plan has been enacted in the city.
The wounded policeman was rushed to a local hospital.
At the time of reporting, the search for the criminals continued.
A criminal case citing an attempt on the life of officers of the
agencies of law and order and illegal circulation and weaponry and
munitions has been instituted.
.Moscow City's General Plan for Reconstruction takes effect.
MOSCOW, June 13 (Itar-Tass) - Updated General Plan for Reconstruction
and Development of the City of Moscow takes effect Sunday, June 13.
The Law on the General Plan of Moscow City says the document takes
effect within ten days after publication. It was published in the
'Newsletter of Moscow Mayor and City Government'.
The plan represents mostly a package of sketches and plans and its
volume reaches 1,500 pages.
Moscow City Duma endorsed the General Plan May 5 and Mayor Yuri
Luzhkov signed it May 28. In the meantime, the mere formal coming into
force is not at all enough for translating all the ideas imbedded in the
plan into life.
The authorities will now have to produce a whole range of documents,
including the regulations for land development and construction works, as
well as the schedule for implementation of the General Plan that will
specify facilities to emerge, the monies their financing will require and
the deadlines for building one or another object.
The General Plan that covers a period through to 2025 provoked
intensive debates and protests not only by rank-and-file Muscovites but
also in Russia's Public Chamber, among members of the State Dume faction
of the Fair Russia Party and on the part of Sergei Mironov, the speaker of
the upper house of Russian parliament.
Protests among members of the Public Chamber were especially
intensive. The debating there got heated to the point officials from the
city government had to walk out of the hall where the session was held and
Mayor Yuri Luzhkov subsequently demanded apologies from the opponents from
the Chamber, the members of which believe "the General Plan inflicts
damage on the citizens' rights and signs a death penalty to the city."
On the contrary, the city authorities claim the document will give a
boost to development and will not impede it in any way. They indicate, for
instance, that the General Plan features targets for an increase in the
construction of housing and infrastructure facilities.
City officials say that residential apartments with the total floor
space of 50 million square meters will be built under provisions of the
plan.
To maintain the historical part of the city - and this is something
the Public Chamber has especially insisted on - the Plan makes emphasis on
keeping up the individuality of the city's historical downtown. The
document divides Moscow's territory into the "zone of stability" with the
already existing architecture and urban planning where only limited
intrusions are possible and the "zone of development" where everything can
and must be changed radically.
The zone of stability encompasses the historical downtown and the
bedroom communities in the 1970's and 1980's. These areas will mostly see
the works aimed at the revamping of buildings and amelioration of
territories.
The development area mostly embraces the city's numerous industrial
zones where from industrial facilities will be pulled out to give way to
apartment blocs. Social facilities and the necessary infrastructures will
naturally be built in parallel with housing.
The General Plan also makes a provision for maintaining "the islands
of greenery in the city". Even now parks and preserve occupy up to 30% of
Moscow's territory and these proportions will remain unchanged by 2025.
On the face of it, the number and total length of new roads will see
an increase. For instance, the authorities hope that the total length of
new streets to be built in Moscow by 2025 will stand at 350 kilometers.
