Ivanov urges to restore effective governance in uncontrolled

SINGAPORE, June 6 (Itar-Tass) -- Russian Deputy Prime Minister Sergei
Ivanov on Sunday urged to restore legitimate governments in uncontrollable
territories globally.
"I would like specifically to focus on the need to restore effective
governance in the uncontrolled territories," Ivanov said at the 9th
international conference for security in the Asia-Pacific region "The
Shangri-La Dialogue."
"The lack of effective government is often compensated in such cases
by the rule of terrorist, extremist and separatist groups and even
criminal gangs profiting from drug production and trade; trafficking of
arms and persons, or piracy," he stressed and added that this phenomenon
might be found in Afghanistan, along the Afghan-Pakistani border, in the
so-called "golden triangle" (one of Asia's two main illicit
opium-producing areas, which overlaps the mountains of Thailand, Laos and
Myanmar), in Thailand's southern provinces and in the south of the
Philippines.
According to Ivanov, non-state groups operating in uncontrolled
territories have links to terrorist organizations, such as al-Quaeda.
