PRESIDENT MEETS SPANISH AMBASSADOR AGAINST CAPITAL PUNISHMENT

Ulaanbaatar, Mongolia, /MONTSAME/ The President Ts.Elbegdorj received Wednesday Mr. Rafael Valle Garagorri, the Spain's Ambassador against capital punishment.
Spain is one the countries to appreciate the President's moratorium on death penalty, which was issued January this year. Following it, Mr. Elbegdorj has sent his personal representatives to some international meetings on abolition of capital punishment. Moreover, he sent a greeting to the 4th World Congress against the Death Penalty held February 24-26, 2010 in Geneva, Switzerland, and expressed his willingness again. An advisor to the State Head Ch.Sosormaa participated in the 5th International Conference of Justice Ministers themed “From Moratorium to Full Abolition: No Justice Without Life” held May 17-18 in Rome, Italy.
The government of the Kingdom of Spain that is currently chairing the European Union (EU) has announced that a international commission for abolishing capital punishment is to be founded. As expected, it will become one of the biggest world alliances for completely abolishing this punishment by 2015. This commission will elect its members from all regions. In accordance with a proposal from Spain's government, the Mongolian President has appointed a candidate for the election.
At the meeting, the State Head expressed his thanks to Mr. Garagorri for visiting Mongolia representing his country's government and for appreciating announcement of the moratorium.
“The matter on complete abolition of capital punishment brings many controversies and is very risky step in terms of politics. However, Mongolia's firm intention to strengthen democratic system can be a sufficient ground for abolishing the capital punishment,” Elbegdorj said.
In his turn, Mr. Garagorri underlined that the decision of the Mongolian President on abolition of the death penalty was good news appreciated by many countries.
