.G-20 finance ministers to discuss financial system's improvement.

TOKYO, June 4 (Itar-Tass) -- Financial ministers and presidents of
central banks will take part in a G-20 meeting in Busan, South Korea on
Friday.
The agenda includes discussions of ways to rvive the world financial
system and to minimise the influence of Greece's debt on this process.
Over the two-day discussions, the participants in the meeting will
exchange views on the role of the participating countries in overcoming
the consequences of the global crisis and on the ways to secure stable
economic growth, a representative of South Korea's Finance Ministry said.
On Saturday, June 5, the delegates will discuss initiatives presented
by the IMF. The initiatives deal with financial regulations to achieve
stable and balanced growth of the economies, sources said on the sidelines
of the meeting. However, the sources said, the G-20 members do not have a
common view on those regulations as yet. The results of the discussion
will be used over the preparations for the G-20 summit in Toronto.
The members of the meeting in Busan will also exchange views on "the
trans-border flow of capital and the security of the global financial
network." The government of South Korea suggests having a detailed
discussion of this topic during the G-20 summit in Seoul in November.
.Russian children's ombudsman suggests having state alimony fund.
MOSCOW, June 4 (Itar-Tass) -- The Russian children's ombudsman, Pavel
Astakhov, suggests having a state alimentary fund because of the high
number of parents deviating from paying alimony to their children.
"The number of divorces against the number of registered marriages
makes up 75 percent now," he said in an interview to the Rossiyskaya
Gazeta daily. "What does a divorce mean? It means that a family falls
apart. Usually it is the woman who stays with the child after the divorce,
and she becomes the weak side, because the present legislation cannot
guarantee the right to get the property share or alimony for the child.
The bailiffs' service, especially in the regions, is not effective at all."
"That is why there appeared the initiative to establish an alimentary
fund," Astakhov said. "The government should undertake the responsibility
to pay out alimony for the sneaky husbands who hide their incomes. This
situation is caused by the inefficiency of the bailiffs to track them and
recover the alimony."
Astakhov also touched upon the shortage of kindergartens.
Over the era of privatization, "kindergartens, out-patient clinics and
sanatoriums were closed, re-sold, rented or otherwise were used for
different purposes," he said. "I am convinced that all the buildings of
kindergartens should be taken back from different businesses. Secondly, it
is necessary to settle disputes with the companies occupying the buildings
of kindergartens. It is well-known, that the use of kindergartens for
other purposes is illegal. Prosecutor-General's Office should look into
these cases. Whatever may be returned to our children, should be returned."
.Kabardino-Balkaria attracts over one bln rbls private investments.
MOSCOW, June 4 (Itar-Tass) -- The support for small businesses
resulted in attraction of more than one billion roubles in private
investments over past three years and kept about 4,000 jobs,
Kabardino-Balkaria's Minister of Economic Development and Trade, Aliy
Musukov, said on Friday.
About 5,100 small and medium businesses have enjoyed state support.
"We have spent about 600 million roubles for the programme, including
430 million roubles from the federal budget and 168 million - from the
republic's budget, and the financing is growing on," he said.
The most popular form of the support is compensation for interest
rates, loans from micro financial institutions, and expenses for offices
in business-incubators or human resources' programmes. The local
government supported investment projects for young entrepreneurs.
"This year, we shall analyse the earlier support, and the government
will assist the ambitious youth," Kabardino-Balkaria's President Arsen
Kanokov said.
According to Kabardino-Balkaria's Minister of Economic Development and
Trade, the number of small businesses has grown by 50 percent since 2006.
About 30 percent of the working population, or 95,000, work at small
business companies, which is by ten percent more than it was back in 2006.
Small businesses make the fourth of the regional gross product. The amount
of taxes paid by small businesses has reached 481 million roubles, which
is a 45-percent growth.
