COE chief to help Moldova resolve long-running political crisis.

CHISINAU, June 3 (Itar-Tass) - Secretary-General of the Council of
Europe Thorbjorn Jagland will visit Moldova on Thursday to help the
country's authorities and opposition to overcome the long-running
political crisis, the press service of the republic' parliament said.
He will hold separate meetings with members of the ruling coalition
The Alliance for European Integration and the Party of Communists.
On the eve of the visit Jagland confirmed Brussels' official position
in relation to the settlement of Moldova's political confrontation. In
compliance with the recommendation of the COE Venice Commission the
parliament should be dissolved and the date of the early parliamentary
elections should be announced soon after.
Moldova's politicians failed to stabilise the situation in the country
since last spring when the opposition had stormed the building in a
violent protest after the ruling communists were returned to power when
election results were announced. Since then parliamentarians cannot elect
a new president as the communists who lost power refuse to take part in
the election.
Under the country's laws after a new president was not elected once
again in December, the parliament should have been dissolved, which was
confirmed by the Constitutional Court and the COE Venice Commission.
To prevent the new parliamentary elections from taking place Moldova's
Interim President Mihai Ghimpu proposed to return to the direct popular
voting at the presidential election that was cancelled back in 2001. He
called for not dissolving the parliament and for holding a referendum to
amend the Constitution. The communists who control almost half of the
seats in the parliament threatened a boycott in response. They announced
they would return to the parliament only when the date of new elections is
announced.
Meanwhile, leaders of the four parties that form The Alliance for
European Integration held a meeting trying to come to agreement.
"We managed to find a unanimous decision on the issue of parliament's
dissolution. But we will make it public only when we synchronize our
position with the high-level European guest," the leader of the Democratic
Party, Marian Lupu, said.
