Penza incumbent governor to take office for 4rth term

PENZA, May 26 (Itar-Tass) - Governor of the Penza region Vasily
Bochkaryov on Wednesday will assume the office of the region's head for
the fourth term.
The governor's press service told Itar-Tass that the inauguration
ceremony will be held at the building of the Penza Drama Theatre within a
visiting session of the regional Legislative Assembly. The ceremony will
be modest: the governor will take the oath, which will become his official
assumption of office, the press service noted. About 1,000 people are
expected to attend the ceremony. Invited to it are, in particular, RF
presidential plenipotentiary representative in the Volga Federal District
Grigory Rapota, representatives of the RF president's administration and
deputies of the State Duma lower house of parliament, the leadership of
local authorities, industrial enterprises, as well as culture, science and
arts figures.
On April 29, the Legislative Assembly of the Penza region held an
extraordinary meeting to consider the issue of vesting incumbent governor
Vasily Bochkaryov with the powers of the regional head for another term.
Grigory Rapota presented the candidature of Bochkaryov to the lawmakers.
The candidature of Bochkaryov was on April 12 presented to the RF
president by the United Russia party members of which occupy 22 of 25
deputy seats in the regional Legislative Assembly.
Russian President Dmitry Medvedev submitted the candidature of
incumbent head of the region for the consideration of the regional
representative government body on April 21. The term of office of
Bochkaryov expires on May 26, 2010.
Vesting the regional head with powers is held under the federal law
"On general principles of legislative representative and executive bodies
of state power of subjects of the Russian Federation." The majority of
lawmakers should vote for the resolution on vesting the candidature with
powers.
Vasily Bochkaryov was born on April 29, 1949 in the Ivy settlement of
the Nizhnelomovsky district of the Penza region. He graduated from the
Alatyr Forestry Engineering College, Mary Polytechnic Institute, economics
and management department of Penza Technical University, Penza
Agricultural Academy. He holds candidate's degree in sociology.
In 1998 Bochkaryov was elected head of the Penza region
administration. Since 1999 he is governor of the Penza region. On April
14, 2002 Bochkaryov was for the second time elected governor winning in
the first round.
On May 14, 2005 Bochkaryov was endorsed on the post by deputies of the
regional Legislative Assembly on recommendation of the RF president.
Bochkaryov is member of the RF State Council, member of the RF State
Chemical Disarmament Commission, members of the RF presidential council on
the priority national projects and demographic policy, members of the
Supreme Council of United Russia. He is married, has a daughter.

NEW YORK, May 26 (Itar-Tass) - The US Shuttle Atlantis on Wednesday
will land at Cape Canaveral's (Florida) spaceport after the last in its
history space flight to the International Space Station. The landing of
the shuttle is scheduled for 08:48, East Daylight Time (EDT) or 16:48 MSK,
it is planned to leave the orbit at 07:41 EDT (15:41 MSK). Meteorologists
have forecasted quite a favourable weather conditions for the landing,
there is little probability of rains in the area of Cape Canaveral.
According to a NASA report, Tuesday the space shuttle crew
participated in interviews and prepared for its return to Earth. The first
landing opportunity for Atlantis is Wednesday at 8:48 a.m. EDT at Kennedy
Space Centre.
Wednesday weather forecasts for Kennedy Space Centre were generally
favourable, though there was a chance of showers within 30 miles of the
runway.
Commander Ken Ham, Pilot Tony Antonelli and Mission Specialist Mike
Good performed a test of the flight control system and a "hot fire" of the
reaction control system in preparation for landing opportunities,
according to NASA.
Mission Specialists Garrett Reisman, Steve Bowen and Piers Sellers
worked on final packing and stowage activities throughout the day. Each of
the crewmembers also exercised and participated in a briefing to review
the deorbit plans.
The present flight of the shuttle started on May 14 and continued for
12 days. On the ISS the Atlantis crew worked for seven days performing a
large amount of work, including docking the Russian research module
Rassvet brought from Earth, made three spacewalks replacing outdated
equipment and so on.
Space Shuttle Atlantis lifted off on its maiden voyage on October 3,
1985, on mission STS-51-J, the second dedicated Department of Defence
flight. It flew one other mission, STS-61-B, the second night launch in
the shuttle program, before the Space Shuttle Challenger disaster
temporarily grounded the shuttle fleet in 1986. Atlantis was used for ten
flights between 1988 and 1992. Two of these, both flown in 1989, deployed
the planetary probes Magellan to Venus (on STS-30) and Galileo to Jupiter
(on STS-34). With STS-30 Atlantis became the first shuttle to launch an
interplanetary probe. During another mission, STS-37 flown in 1991,
Atlantis deployed the Compton Gamma Ray Observatory. Beginning in 1995
with STS-71, Atlantis made seven straight flights to the former Russian
space station Mir as part of the Shuttle-Mir Program. When linked,
Atlantis and Mir together formed the largest spacecraft in orbit at the
time.
NASA had planned to withdraw Atlantis from service in 2008, as the
orbiter would have been due to undergo its third scheduled OMDP. However,
because of the final retirement of the shuttle fleet in 2010, this was
deemed uneconomic. It was planned that Atlantis would be kept in near
flight condition to be used as a parts hulk for Discovery and Endeavour.
However, with the significant planned flight schedule up to 2010, the
decision was taken to extend the time between OMDPs, allowing Atlantis to
be retained for operations. Atlantis has been swapped for one flight of
each Discovery and Endeavour in the current flight manifest. Atlantis is
now flying its last flight, STS-132, prior to the end of the shuttle
program.
