Medvedev instructs his envoy to consider creating public council.

MOSCOW, May 20 (Itar-Tass) -- President Dmitry Medvedev supported the
idea of creating a public council under his representative to the North
Caucasus Federal District Alexander Khloponin and instructed him to study
this issue.
"I would like to say that on the whole I supported the idea of forming
various new bodies that should work under the plenipotentiary
representative or otherwise, may under the president, if we decide so,"
Medvedev said a meeting of the Presidential Council for the Development of
Civil Society and Human Rights Institutions on Wednesday.
"But I think that a public council under the plenipotentiary
representative is an absolutely correct idea," Medvedev said. "Certainly,
such a body can be created just like the council of the elders that we
discussed here. We should only think about what it should be like and,
most importantly, how make sure that its decisions are effective and not
just an attempt to let the steam out, which more often than not is the
case with such bodies," the president said.
