Pacific Economic Congress prog includes RF post-crisis development.

VLADIVOSTOK, May 19 (Itar-Tass) - The participants in the Fourth
Pacific Economic Congress that will be held in Vladivostok on July 2-3
will discuss an innovation scenario of Russia's cooperation with the
economies of the Asia-Pacific region's countries, variants of the
post-crisis development, strategies of Russia's entry in the Asian
markets, its role and place in the new polycentric system of global
management. These issues are included in the forum's programme that was
approved on Wednesday. The discussion sessions on the issues: "The Far
East - a transit node in the Asia-Pacific region," "The Far Eastern
Federal University. Prospects of the high technologies centres in the Far
East," "Vladivostok 2012: dividends from the state investments,"
"Financial aspects: infrastructure - investments - innovations" will also
be held within the congress' framework. The main event of the congress
will become a plenary session on the issue "Russia - Pacific development
vector," the forum's organising committee told Itar-Tass.
According to the forum's press release, the purpose of the Congress is
discussing the new approaches to understanding of the future development
scenarios in the framework of the on-going dialogues on the matters of
modernization, frontier integration, expansion of international
cooperation, with account for strategic priorities of the advanced
economic development of the Far East, turning Vladivostok into the centre
of international cooperation in the Asia-Pacific region.
Promotion of the Congress as a federal platform for developing,
discussing and translating economic policy of Russia in the APR, including
Russia's vision of the matters of the APEC further activity.
The Pacific economic congress is an opportunity for the leaders of the
business community, leading economists and experts to participate in
discussing the strategic issues of development of cooperation in the APR,
developing business contacts, to find opportunities for mutually
beneficial investments, according to the release.
The Pacific economic congress is an annual event of the national level
with international representation of the APR countries participants. The
work of the Congress will be conducted in the form of a plenary session,
and also discussion sessions, where the leading politicians, economists,
businessmen of Russia and the APR countries will discuss each of the
subjects offered in the business program, it says.
To ensure the Congress effectiveness, on the second day of the
Congress a state corporations business program (briefings, round tables),
presentation program of real modernization projects, and also the events
of the cultural level (participation of the Congress guests in celebration
of the 150th anniversary of Vladivostok foundation, a sea voyage) are
planned.
The agenda of the Fourth Pacific economic congress "Russia - the
Pacific development vector" is directed to discussing the new approaches
to organizing joint work with foreign partners to solve the tasks of the
Far East modernization, formation of the modern model of interaction of
the higher school, science and business, development of efficient
financial infrastructure for innovative economic growth.
Plenary session has a set-up character and should give a general
direction to the further discussion in the framework of the Congress. The
main idea of the plenary session is discussion of the strategy of Russia
in the APR with account for the current processes of restructuring of the
world financial and economic architecture, and also the key vectors of the
country development.
The total number of the Congress participants will be 400-500, among
them are: representatives of business (APEC business club, large companies
operating in the APR), expert community (political scientists,
economists), representatives of the APEC member-countries' authorities,
representatives of the federal, Siberia and the Far East authorities,
representatives of the mass media, public and scientific research
organizations.
Vladivostok is a city and a port in the Far East of Russia, the
administrative centre of the RF Primorsky Territory. It is situated on the
shore of the Golden Horn Bay in the Sea of Japan. Connected with the
central part of Russia by railway, auto and air routes. Population of
Vladivostok is 580.8 thousand people, of the municipal city district -
about 620 thousand people, of agglomeration - about 1 million 10 thousand
people (2005) (20th place in the RF). Thus, a half-million city forms a
one million agglomeration, the only one in the Far East. Vladivostok in
2012 will host the APEC summit.
Governor of the Primorsky Territory Sergei Darkin said in a welcoming
address to the congress participants posted on the forum's website, in
patricular, that "the Far East development strategy, its further
integration into the Asia-Pacific region, use of innovations in various
spheres, and also cities modernization are selected to be the main topics
for discussion at this meeting. I'm sure that proposals and opinions
presented at the congress by the representatives of the authorities,
business and science will allow us to strengthen the strategically
important partnership in the APR! "
"Recently, the world economic and financial centre has shifted to the
Asia-Pacific region. The Russian government foresaw such development of
the events: strengthening of economic and cultural ties with the APR
countries has long since become one of the priorities for our country. The
Russian government took real steps towards creating a new point of
economic growth in the Primorsky Territory," he noted.
