CABINET MEETING IN BRIEF
Ulaanbaatar, Mongolia, /MONTSAME/ The cabinet meeting held May 12 considered initiated by Mongolia's President drafts to amend the Criminal law, the Criminal Procedures law and the State Service law. Having concluded that several provisions in these bills need more attention, the cabinet decided to inform the initiator about it.
The Ministers focused on a matter of amending the President's order "About setting up officers' job ranking and titles grades", issued last year, and decided to inform the President about their having drawn up a draft project on giving a title of the Brigadier General to first deputy and deputy of General Police Department, to head of the Metropolitan Police and to head of Internal Troops Headquarters.
The cabinet discussed the President's draft order on teaching in schools a subject about Mongolian mentality, reflected in it their suggestions and resolved to submit it to the initiator.
The cabinet discussed and backed draft directives to be maintained by Mongolian representatives to attend the Mongolia-Germany inter-governmental negotiations of 2010 on developmental policy cooperation. The negotiations will run May 17-18 in Ulaanbaatar.
The government discussed a draft new wording of the law on health, and decided to submit it to the State Great Khural with related proposals from Ministers. It is considered that a good environment will be created for health when the draft law is approved. A matter was discussed at the meeting on ratifying Mongolia's joining the Singapore Treaty on the Law of Trademarks which is approved from a diplomatic conference of the World Intellectual Property Organization (WIPO) held in 2006 in Singapore. This matter will be submitted to parliament.
The Minister of Health S.Lambaa was allowed to take a measure on paying money to the Trust Fund of the Framework Convention on Tobacco Control.
The Minister of Finance S.Bayartsogt introduced to the cabinet members a report on course and results in the first quarter for doing purchase by the budgetary general managers. He also introduced Mongolia's united budget performed in the first quarter of 2010. As of first three months of 2010, the fulfillment of total income completion for the united budget was 120.7 per cent, whereas the total expenditure completion was 83.0 per cent. The gross deficit reached MNT 58.0 billion.
The cabinet considered as necessary to hold an irregular cabinet meeting in a Gobi aimag in June of 2010 for considering an issue on climate change.
Head of the Cabinet Secretariat of the Government Ch.Khurelbaatar introduced to the Ministers governmental activities done in April of 2010. In the period, the cabinet meeting was held six times to discuss 58 matters and get au fait with 26 issues. The cabinet issued 23 governmental resolutions and ten orders of the Premier.
State border checkpoints were allowed to import standard seed wheat, chemical substances for plant protection and fertilizers from May 12 for 20-day period. This measure is taken for the spring planting in 2010.
A report was introduced on participation of M.Enkhbold, the Deputy Premier in the Ministerial International Conference “On Combating against Animal and Influenza Pandemics” held April 19-21, 2010 in Hanoi city, Vietnam.
The Minister of Social Welfare and Labor T.Gandi was allowed to take part in the 99th Assembly of the International Labor Organization (ILO) to be held in June 13-17 in Geneva, Switzerland. Working directives will be approved by the Premier.
The Minister of Environment and Tourism L.Gansukh was allowed to participate in the 2nd East Asia Forum on Climate to be held June 16, 2010 in the Republic of Korea.
