CABINET MEETING IN BRIEF
Ulaanbaatar, /MONTSAME/ Wednesday's cabinet meeting discussed a draft amendment to the law on social insurance, initiated by J.Enkhbayar MP. The amendment regulates relations of utilizing money of the social insurance fund for buying government bonds and securities of the Mongol Bank (central bank of Mongolia) and placing them in commercial banks and for buying guaranteed securities.
The cabinet considered as necessary to discuss this draft again when a law on guaranteed securities will be approved, and legal environment and a mechanism to control over the market guaranteed securities will be created.
The cabinet did not back a draft amendment to the law on pensions and allowances for military servicemen. It has been worked out by Kh.Jekei, Ts.Bayarsaikhan, P.Altangerel and Ts.Batbayar MPs.
Budget performance of Mongolia in 2009 and a united fiscal report of the government in 2009 were backed. These will be submitted to parliament.
The cabinet discussed draft amendments to the laws “On hunting”, “On fauna”, “On fee for using hunting reserves and fee for hunting and catching animals license”. These will be submitted to the State Great Khural.
The government decided to allow a certain number of foreign construction engineers, technical and professional workers to be employed in Mongolia in 2010. These people are to be exempted from the fee for job places. The Minister of Road, Transportation, Construction and Urban Development and the Minister of Mineral Resources and Energy were ordered to have foreign workers and professionals leave Mongolia and return home within 2010 and to give a report about this action to the Ministry of Social Welfare and Labor.
Head of the Cabinet Secretariat of Government Ch.Khurelbaatar told that in a period from January 2010 the Premier and the government received 419 requests and complains from ordinary people. 332 letters have been sent to related organizations for consideration, answers for 87 letters are being prepared.
Ch.Khurelbaatar briefed a report on governmental activities done in March of 2010. Cabinet meetings were held five times, during which 59 issues were considered, new 20 issues were introduced, 37 resolutions and 11 orders of the Premier were released.
The Minister of Road, Transportation, Construction and Urban Development Kh.Battulga spoke about a state united report of unified fund of lands in 2009.
The cabinet considered results of visits of the Defense Minister L.Bold to Belgium paid March 27-30 and to Afghanistan on April 5-7.
The government decided to allot USD 50 thousand to render assistance to China where a deadly earthquake took place in Qinghai Province.
