MONGOLIAN DELEGATION LEARNS HEALTH CARE SERVICES


Ulaanbaatar, /MONTSAME/ An 11-man delegation from Mongolia recently visited the Philippines to learn how to integrate health care services for social health insurance.
In welcoming the delegates at the Crown Plaza Hotel, Dr Rey B. Aquino, president and CEO of the Philippines Health Insurance Corporation (PhilHealth) said that while the Mongolians were here primarily to learn about the Philippine model of SHI, “we also learned more about their country’s SHI program.’’
Aquino also noted that there are some parallelisms in the Philippines and Mongolian SHI programs, “...particularly the contribution sharing of employees and employers, and the flat rate being implemented for the self-employed sector.’’
Two members of parliament of Mongolia, namely Lamjav Gundalai and Dagvadorj Ochirbat, led the delegation. Part of the visiting team were Khuyag Ganbaatar, Executive Director of Mongolia National Employer’s Association; Gursed Dugeree, Head of the Private Sector Employees Trade Union and Member of the Health Insurance Sub-Council; Demchigsuren Ganchimeg, Senior Referent, Cabinet Secretariat of Government; Shagdarsuren Enkhbat, Director of Medical Services Policy Coordination of the Ministry of Health; Batjargal Nyamdavaa, Deputy Director of Strategy Planning Department of the Ministry of Social Welfare and Labor; Purevdorj Erkhembulgan, Deputy Director of Strategic Policy and Planning Department of the Ministry of Health; Taazan Bolorchimeg, Officer of Health Financing and Investment Department; Sandag Tungalagtamir, Officer of Policy Implementation Department of the Ministry of Social Welfare and Labor; Azzaya Lamjav, representing the private sector; and Tsilaajav Tsolmongerel, Team Leader of the GTZ Expert Group.
The week-long learning sessions touched on the history and evolution of the National Health Insurance Program, the PhilHealth organizational set-up, personnel management and incentives, actuarial foundations of SHI, premium-setting, collecting contributions, developing a collection system and benefit packages for members.
Insights were also shared on implementing the NHIP at the local level, and the quality framework in health care service provision, while modules on standards-setting and performance monitoring of health care providers, funding the program and marketing the NHIP were also delivered by key PhilHealth officers. A brief look at the health maintenance organizations in the Philippines was also provided by Carlos D. Da Silva, Executive Director of the AHMOPI while a run-through of the insurance mechanisms to protect the poor and the informal sector was facilitated by Dr. Antonis Malagardis, Program Managr of the GTZ-MIPPS.
The activity was spearheaded by the Training Institute in cooperation with the International and Local Cooperation Department of PhilHealth.
