PRESIDENT DELIVERS SUGGESTIONS TO GOVERNMENT

Ulaanbaatar, /MONTSAME/ President Elbegdorj worked in the western aimags from February 27 to March 5, 2010 visiting Bayankhongor, Zavhan, Gobi-Altai, Khovd, Uvs, Huvsgul and Orkhon aimags. He reached remoted soums in the country's far west to learn what challenges and difficulties have the zud disaster been incurring.
Upon returning to Ulaanbaatar, Mr Elbegdorj has drawn up some proposals and sent them to the government. The proposals are:

1. To draw up and implement a definite plan on offering jobs to herder families who lost all their livestock in harsh winter of 200-2010, render assistance in getting livelihood sources, and offer the people social care services.
2. In connection with an increase in frequency of natural disasters such as drought and zud due to global climate change, it is needed to draw up a strategic plan on increasing the ability to bear risks in animal husbandry sector, estimate a formation of hay and forage reserves in every region, province and county
3. To create a structure that allows provinces and counties prepare themselves hay and fodder reserves and bear responsibility for it; to study an issue of shifting a system of distributing fund from the state budget directly to the local government
4. To support and encourage state-owned and private entities that produce fodder, forage and fertilizers in order to keep the stable supply of fodder; to reduce expenditure wasted outlay of transporting hay and fodder from far distances and decline risks in animal husbandry sector of the region
5. To encourage people's initiatives to raise the domesticated animals in compliance with the pasture load and management
6. To hold discussions and debates among herders and local governments about lessons of natural disaster of 2009-2010 and to make people understand that a new policy is needed in developing intensified animal husbandry bearing risks
7. To set up working groups to work in amending the law on administration, administrative unit and its management, the law on budget, the law on administration and financing, the law on taxation, the law on social insurance, the law on social welfare, the law on nature and environment and the law on mineral resources with the aim of expanding the power of local government and increasing their responsibility.
