Prime Minister Kevin Rudd has tried to spook his caucus into action as Labor gears
up for re-election, warning that first term governments can find it hard to retain
office.

At the first caucus meeting for the year on Monday, Mr Rudd told his troops that the
election year would be tough.
He reminded them of the difficulties faced by both the Hawke and Howard governments
when they sought re-election for the first time.
"It has traditionally been very difficult for first-term governments going for
re-election," Mr Rudd is understood to have told the caucus.
"We could certainly lose the election."
Labor and the coalition will go head-to-head for the first time this year when
parliament resumes on Tuesday.
Opposition Leader Tony Abbott will release the coalition's much-anticipated climate
change policy, while the government will re-introduce laws for an emissions trading
scheme.
